Job Summary

The Maryland Department of General Services is seeking a highly experienced and skilled Deputy Chief Procurement Officer to join our senior leadership team. As a key member of our Office of State Procurement, you will be responsible for overseeing Procurement Operations and Procurement Infrastructure, ensuring the effective and efficient delivery of procurement services to the State.

Key Responsibilities
  • Strategic Leadership & Management
    • Develop and implement strategic plans to improve procurement processes and systems.
    • Lead and manage a team of procurement professionals to ensure the effective delivery of procurement services.
    • Collaborate with stakeholders to identify and address procurement-related issues and opportunities.
    • Develop and implement policies and procedures to guide procurement activities.
  • Priority Projects and Key Performance Indicators
    • Develop and track key performance indicators to measure the effectiveness of procurement operations.
    • Identify and implement opportunities for process improvements and cost savings.
    • Develop and implement strategic plans to improve procurement systems and processes.
  • Administrative Responsibilities
    • Manage special projects and tasks as assigned by the Chief Procurement Officer.
    • Develop and manage budgets and financial plans for procurement operations.
    • Develop and implement training programs to ensure procurement professionals have the necessary skills and knowledge to perform their duties effectively.
Requirements
  • Education
    • Bachelor's degree in business administration, public administration, contract management, or a closely related field.
    • Master's degree or Juris Doctor degree preferred.
  • Experience
    • Eight (8) + years of progressively responsible work experience in contract management and procurement services.
    • Five (5) + years of senior or executive-level management experience.
    • Experience in state government (public) procurement and contracting.
  • Skills
    • Exceptional written and verbal communication skills.
    • Ability to analyze business operations and workflows and create efficiencies and improved operations.
    • Experience creating and implementing policies and procedures to guide processes that are efficient and appropriate to the tasks and goals involved.
