Duties
  • Serves as the chief managerial and technical advisor to NGB leadership on policy and matters relating to the development of comprehensive programs to support at-risk youth. Represents the NGB at the highest levels of federal, state, and local governments, educational institutions, and private stakeholders to establish rapport and develop effective working relationships essential for mission accomplishment.
  • Primary administrator for management and oversight of all operational aspects of the NGYCP, to include staff training, inspections, budgeting, and any associated contracts. Provides continuous oversight of NGYCP policy, guidance, handbooks, inspection checklists, metrics, and data requirements and completes updates when required.
  • Provides guidance and oversight of work accomplished by contract agencies responsible for training and evaluation of program sites and their staff. Manages the development of training courses for all state NGYCP staff members in all sites across the States (currently 47 sites).
  • Formulates recommended annual NGYCP budget and supporting requirements. Recommends program guidance, policy, validation, priorities, and objectives through the NGB-J1-Y Division Chief, to the NGB-J1 and OSD.

    • Work requires employee to frequently travel for periods away from the normal duty station to include CONUS or OCONUS on military or commercial aircraft, potentially including remote or isolated sites.
    • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually in support of COR duties.
    • This position requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
    • Performs other related duties as assigned.

      Qualifications

      In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

      SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: 1) Knowledge of DoD planning, programming, budgeting, and acquisition processes for funding, manpower and equipment. 2) Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of important public programs. 3) Skilled in designing and conducting comprehensive management studies, and preparing solutions to especially broad, import, and severe management problems

      FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

      KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    • Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to NGYCPs and of the organizations serviced.
    • Skilled in gathering and assembling facts, drawing conclusions, devising solutions to problems, and identifying changes and trends to effectively adapt to changing mission requirements. Skill in Microsoft Office, to include Outlook, PowerPoint, Teams and Excel.
    • Knowledge of the DoD planning, programming, budgeting, and acquisition process for funding, manpower, and equipment.
    • Ability to analyze issues, develop staff positions/recommendations and staff correspondence and other documentation through policymaking officials, thereby resolving issues and controversies.
    • Ability to communicate effectively, both orally and in writing, in order to gain cooperation from others through tact, courtesy, diplomacy and accurately and persuasively represent an official viewpoint before senior military and civilian personnel.
    • Ability to organize and lead special study teams and task forces from different organizations and commands; develop and utilize appropriate data collection techniques; originate new ideas, projects, studies and methodology.
      PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

      VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      ADDITIONAL CONDITIONS OF EMPLOYMENT:
      This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category 1 /Type 2 (Code 5).
