Duties

As the TPSU Program Manager, the incumbent will directly support the TPSU unit chief, manage programs, and closely coordinate with the TPSU emergency management specialist to manage and implement programs related to emergency planning and response. The incumbent will manage the IHSC ICE Credentials Program and coordinate IHSC's participation in the biennial Self Inspection Program. The incumbent manages IHSC Headquarters emergency communications; prepares Headquarters staff for contingency operations at the Potomac Center North location; and supports IHSC Response Group (IRG) responder readiness. These duties include, but are not limited to: developing policies, plans, and resources; developing and delivering training and exercises; evaluating and continually improving processes; and developing and using electronic tools and systems. The incumbent will routinely liaise and coordinate with leaders and staff across all IHSC divisions and units, and support IHSC contributions to other ICE programs as needed.

DUTIES AND RESPONSIBILITIES

  1. Develops detailed plans, tasks, milestones, and schedules to ensure proper sequencing of events and tracking processes and costs throughout the life cycle of assigned programs and projects.
  2. Reviews programs/projects to determine how to accomplish them with minimal disruption to stakeholders and mission operations, while maintaining timely results and quality customer service.
  3. Collaborates with, and maintains productive interactions with staff; reports on status and progress of work accomplished to date; and monitors work in progress.
  4. Plan and initiate a comprehensive evaluation system to review and analyze program performance, effectiveness, and costs; ascertain appropriate actions required to maintain or improve programs. Establish program objectives and measures; tracks and reports progress. Mitigates or corrects problem areas.
  5. Directly manage and operate programs. Liaise with ICE and ERO program counterparts, address IHSC equities, and coordinate IHSC contributions.
    1. Manage the IHSC ICE Credentials Program.
    2. Coordinate IHSC contributions to the ICE Self-Inspection Program.
  6. Promote and foster IHSC emergency preparedness and response, in close coordination with TPSU emergency management specialist and TPSU unit chief. Duties involve policies, plans, training, exercises, evaluation, reporting, and records management.
    1. Manages IHSC Headquarters emergency communications. Primary officer to facilitate emergency alerts using the ICE Enterprise Notification System (ENS). Supports division and unit leaders manage, maintain, and use the Headquarters Recall and Accountability Roster.
    2. Prepare Headquarters staff for contingency operations at the Potomac Center North location, in accordance with ICE and IHSC Occupant Emergency Plans (OEP). Coordinate OEP accountability officers.
    3. Supports IHSC Response Group (IRG) and responder readiness requirements.
    4. Maintain, exercise, and evaluate IHSC emergency preparedness and response plans.
    5. Supports TPSU and IHSC emergency response during actual events.
  7. Support the TPSU chief.
    1. Contribute to TPSU strategic initiatives and annual business plan goals.
    2. Assist in planning and implementing special projects, as needed.
    3. Makes recommendations for action when an adjustment or a different course of action is necessary.
  8. Other duties as assigned.
