Duties

Serves as an Assistant Manager of the Office of Airports (ARP) Management Staff, ARP-010. Directly manages staff in carrying out a wide range of operational and administrative programs pertaining to the development, evaluation, and implementation of organization-wide national initiatives, standards, and projects in support of the Associate Administrator for Airports in the Federal Aviation Administration (FAA) and exercises supervisory responsibilities for all staff assigned.

Provides leadership and decision making to facilitate the development of organizational strategic plans, integration of administrative initiatives/activities, analysis of operational and/or organizational programs, serves as subject matter expert and provides recommendations on operational and administrative topics, and presents organizational briefings to convey strategic vision or organizational policies.

Manages staff to administer a wide range of business management support services for the Office of Airports including: budget formulation and execution, records management, employee recognition and rewards, internal personnel actions and coordination, employee onboarding, data management, logistics and space management, emergency planning and preparedness, contract administration and procurement, and executive correspondence and communications (including Congressionals, Reports to Congress, and Freedom of Information Act requests, etc.) and other support functions as needed.

Provides direction on business policies and communications to include position management, and typical personnel liaison functions and duties. Provides input in the development, review and implementation of performance management plans for Executives, bargaining unit employees and non-bargaining unit employees.

Serves as technical expert on budgetary policies and communications to include assisting with developing and/or approving multi-year budget submissions, directing budget formulation and execution, and planning. Develops financial strategies for the organization and provides budgetary advice and guidance. Oversees and supports the development and preparation of budget justifications, presentations and briefings.

Exercises supervisory responsibilities to communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, managers and employees; coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate.

Creates positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the Airports organization, along with other organizations to enable problem solving at its lowest levels.

Communicates and maintains close and continuing contact with key representatives of both internal and external customers to include other FAA Offices, employees, managers, and union representatives.

    Qualifications

    To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

    SPECIALIZED EXPERIENCE IS DEFINED AS: Experience leading an organization with a focus on building strong interpersonal relationships across functional areas addressing various business and administrative disciplines.

    OR;

    Providing strategic direction and leadership, skill in budget formulation policies, processes, and practices and practical expertise and proven experience in administering large organizational programs.

    OR;

    Experience applying advanced management principles, methods and techniques to direct and execute technical, operational and administrative programs and operations.
