Main Purpose of Job

�The Director of UI Contributions is a senior staff member of the Deputy Assistant Secretary of Maryland Division of Unemployment Insurance (DUI).� The main purposes of this position are to to provide technical guidance; and supervision, oversee, detect, monitor and determine the liability of employers to provide unemployment insurance coverage for their employees; to collect quarterly tax and wage reports and account for the contributions (taxes) that are due once the liability is determined; and to account for the payment of unemployment insurance benefits paid to eligible claimants.� This position reports directly to the Deputy Assistant Secretary of the MD Division of Unemployment Insurance (DUI).\r

POSITION DUTIES

Responsibilities of the Director of Benefits for MDOL/ Division of Maryland Unemployment Insurance (DUI) are as follows:\r

This position will provide leadership and direction to the day-to-day operations of MDUI's benefits functions.\r
Manages the technical program and operation of MD unemployment contribution division this includes oversight of DUI employer assistance and various collection activities.�\r
Managing the strategic planning for the contribution division to ensure that staff priorities align with the Maryland Unemployment Insurance Division and the agency's missions\r
Employer Assistance: This unit is responsible for identifying new employer liabilities, opening and closing employer accounts, assigning tax rates to over 149,000 employer accounts, responding to tax correspondence on interest and penalties, preparing replies to tax protest correspondence, processing claim separation information requests, and maintaining separation information penalty receivable files. Additionally, it responds to employer protests of benefits charged to their experience rating account.\r
Tax Enforcement: This unit oversees and directs the employer call center using phone power techniques collection efforts for employers who have not filed their tax returns or paid the tax. It is also responsible for auditing 1% of the active employers each year and collecting delinquent reports and taxes, payment plans, license renewals, and tax intercepts. Furthermore, it corrects wage records for eligible claimants.\r
Contributions Internal Audit: This unit manages the Internal Audit functions within the Contributions section. It oversees reviews conducted and analysis to ensure that the unit complies with established procedures and standards. The auditing process covers areas such as lockbox operations, refund checks, and lien recording.\r
UI Litigation Services & Collections Unit: This unit comprises of Legal Collections, Litigation and Prosecution, and Review Determination. Legal Collections initiates Judgments/Liens in Court and subsequent attachment and injunction proceedings to collect delinquent unemployment taxes. Litigation and Prosecution is responsible for the legal enforcement of UI collection efforts. The unit also oversees the drafting and review of proposed inter-agreements (MOUs) regarding access to Public Information and certifies their compliance with State and Federal requirements.\r

MINIMUM QUALIFICATIONS

\r
Education:� �A Bachelor's degree in Accounting from an accredited college or university, or a Bachelor's degree with 30 credit hours in accounting and/or related courses.\r
\r
\r
Experience: Five years of professional accounting experience or five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.� 5 years of supervisory experience managing or leading teams.\r

1. Candidates may substitute the possession of a certificate as a Certified Public Accountant or a Master's degree in Accounting from an accredited college or university for two years of the required experience.\r
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for- year basis for the required experience and education.\r
