Main Purpose of Job

Under the direction of the Director of Fiscal Services, this position functions as the Deputy Director of Fiscal Services for the Workers' Compensation Commission (WCC) and is responsible for budgetary, financial, and legislative audit compliance functions of the agency.\r

POSITION DUTIES

Legislative Audit Compliance\r

Review and ensure the agency's financial transactions and operations are in compliance with the Comptroller of Maryland's Accounting Procedures Manual. This will include testing both individual transactions and internal controls. Make recommendations to the Director of Fiscal Services to correct any deficiencies in internal controls or procedures/transactions not in compliance with the Comptroller of Maryland's Accounting Procedures Manual. The position is also responsible for making recommendations for streamlining processes and is continuously looking for opportunities to improve processes. The position also makes recommendations for changes to existing procedures when necessary to ensure compliance with the Comptroller of Maryland's Accounting Procedures Manual.\r

Procurement Related Responsibilities\r
\r
\r
Direct the efforts of the Procurement Officer in the procurement of materials, supplies, equipment, and services in accordance with applicable statutes and regulations, namely COMAR Title 21, State Procurement Regulations. Procurements for the agency include the full range of small and large procurements, from smaller commodity procurements to purchases of equipment and services requiring Board of Public Works approval and costing millions of dollars.\r

Accounting Related Responsibilities\r
\tFinancial Reporting\r
The accurate and timely production of reports is essential for effective financial management. Appropriated controls are developed and maintained to ensure the integrity of the agency's financial records. The Deputy Director�Fiscal Services manages the preparation of WCC's closing package, in accordance with Generally Accepted Accounting Principles (GAAP) and that revenue and expenditure information is presented fairly and consistently.\r

\tAccounts Payable\r
Invoices issued by vendors are reviewed for accuracy, appropriateness, and payments are processed in a timely manner. Expense statements submitted by WCC employees are reviewed for accuracy, appropriate approvals, supporting documentation, and consistency with State Travel Regulations.\r
\r
\r
\tAccounts Receivable\r
Pursuant to Annotated Code of Maryland, LE� 9-316, the Commission assesses and collects a tax against each insurer for the maintenance of the Commission as well as the administration of the Occupational Safety & Health Program and Workplace Fraud Program by the Commissioner of Labor and Industry. This position is responsible for developing policies, procedures and regulations in support of this maintenance tax. The WCC issues approximately $35 million in invoices annually to the licensed insurers that provide workers' compensation coverage to Maryland employees. The total operating expenses of the Commission are allocated equitably among the insurers based on the insured payroll information provided on their A02 Form submission.\r

This position is responsible for ensuring that the over $168 billion in insured payroll that is reported is accurate. It is critical that the amount reported is accurate to ensure an equitable assessment among all insurers. The position is ultimately responsible for the accuracy of the calculation of the tax levied on all insurance companies, self-insured employers, and the State Fund. The position determines whether the amount of payroll reported by the more than 300 insurers licensed in Maryland is accurate.\r
If an insurer appeals the amount of its assessment, this position will make the decision on the appeal.\r

\tFixed Asset Inventory\r
Oversee the fixed asset inventory records and controls for acquisition and disposal of assets. The position will provide expertise and guidance to the agency's Property Officer when completing reconciliations and the Annual Report of Fixed Assets to the Department of General Services. The position ensures that the agency complies with all policies and procedures of the Inventory Standards & Support Services Division's Inventory Control Manual.\r

\tSupply Room Operations\r
Oversee that the WCC's inventory of materials and supplies is maintained and distributed to employees and members of the workers' compensation community in a timely and cost-effective manner. This includes preparation of Annual Supplies Inventory reports to the Department of General Services.\r

\tTimekeeping\r
Maintain accurate and timely records of hours worked and leave balances for all WCC employees. The WCC's current position complement is comprised of 10 positions in the Judicial System, 107.0 positions in the State Personnel System, and 11.25 contractual positions.\r
\r
\r
This position is responsible for implementing, maintaining, and updating timekeeping software as necessary to meet State requirements.\r
\r
\r
\tPayroll\r
Ensure that all payroll transactions for the WCC are calculated, entered, and approved in an accurate and timely manner.\r
\r
\r
\r
Budget Related Responsibilities\r
\r
\r
\r
This position is responsible for the development, support and execution of the Workers'� Compensation Commission's (WCC) annual budget of approximately $35 million.�\r
\r
\r
\tBudget Development�\r
A 'tentative budget' is developed in accordance with guidance, schedules, and annual operating budget� instructions� issued by the Department� of Budget and Management (DBM).� The 'tentative budget' is presented to the twelve member Workers' Compensation Commission Budget.\r
�\r
Advisory Committee (BAC) appointed by the Governor in accordance with Labor and Employment Article ('LE') � 9-317 for review and analysis.� The Fiscal Services Division is responsible for developing and presenting any information necessary to address questions and /or concerns expressed by the Committee.�\r
\r
\r
The BAC is required to furnish the Chairman with a report containing their findings and recommendations by November 1.� After the Chairman has had the opportunity to carefully consider the recommendations of the Committee, he will provide the Director of Fiscal Services with guidance necessary to prepare the WCC's Final Budget for submission to the Governor by�December 1.� The BAC also independently submits a report to the Governor and the General Assembly identifying its recommendations to the week regarding its next fiscal year budget.�\r

The incumbent is responsible for preparing the agency's tentative budget for the Director of Fiscal Services' and Chief Financial Officer's review and approval of the Chief Executive Officer and Chair (agency head).� The tentative budget represents the initial phase of budget preparation and includes the identification of financial requirements and development of supporting justification associated with proposed programmatic adjustments and new initiatives. This document is developed based on information obtained from Division Directors and incorporates knowledge gathered during the most recent Legislative Session, previous DBM and Department of Legislative Services (DLS) reviews, and analyses of prior actual expenditures.�\r

This position is also responsible for developing and presenting any information necessary to address questions or concerns expressed by the DBM and DLS analysts.�\r
\r
\r
\tBudget Execution including Expenditure Projections�\r
Projections of anticipated expenditures for the current fiscal year are made on a periodic basis to prevent the over-expenditure of appropriated funds.�\r
\r
\r
The Deputy Director of Fiscal Services may propose the reallocation of available financial and/or personnel resources to accommodate priorities identified by the Chairman or the Director of Administration.� If necessary, a Budget Amendment, Deficiency, or Supplemental Budget Request would be prepared to obtain the additional resources necessary to address the unanticipated financial requirement.�\r

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university with a major in accounting, business management, business administration, or finance and three (3) years of experience working in an accounting or financial unit, including two (2) years of supervisory experience in an accounting or financial environment.\r
