Administration (MIA) is an independent State agency that regulates Maryland's\r
insurance industry and protects consumers by monitoring and enforcing insurers'\r
and insurance professionals' compliance with State law.�Through the\r
diligence of a highly professional staff of market analysts, financial\r
analysts, accountants, lawyers, law enforcement officers, actuaries, complaint\r
investigators, and others, the MIA works to facilitate a strong and competitive\r
insurance marketplace where consumers are well informed and treated\r
fairly.� Staff members are subject matter experts who serve as a resource\r
for lawmakers, consumers, and other public and private entities.� � \r
The MIA is charged with a\r
broad range of responsibilities including the licensure of insurance carriers\r
and insurance producers (brokers/agents) operating in Maryland, the conduct of\r
financial examinations of companies to monitor financial solvency, and the\r
review and approval of rates and contract forms.� The MIA investigates\r
reports of consumer fraud and consumer complaints about life, health,\r
automobile, homeowners, and/or property insurance.� Insurance carriers are\r
subject to market conduct examinations and other actions to monitor compliance\r
with Maryland law.�The MIA also has a unit dedicated to consumer education\r
and outreach, which participates in hundreds of events and reaches thousands of\r
individual consumers annually. \r

POSITION DUTIES

This position serves as\r
the MIA's Fiscal Services Director (Director) and is responsible for the management,\r
planning and fiscal guidance of the Agency's Fiscal Services Unit. The position\r
is part of the MIA senior management team and reports directly�to the Associate\r
Commissioner of Operations. \r
The position develops and implements financial goals,\r
policies, procedures and objectives and directs\r
and coordinates all MIA fiscal activities including procurement, accounting,\r
budgeting, financial projections auditing; expense allocation, accounts receivable\r
and payable. The Director is also responsible for the annual assessment of\r
approximately 1,700 insurance companies for premium tax collection, including\r
reconciliation as well as the collection of licensing fees and administrative\r
penalties. In addition, the position is\r
also responsible for establishing and maintaining financial and management\r
systems including:�budget, accounting, finance/budgetary projections,\r
auditing, expenditure control and monitoring, personnel, and procurement.�The Director also works\r
with the MIA's procurement officer to ensure that procurements are processed\r
accurately and efficiently. The will: � �\r

• Lead and manage staff\r
within the MIA Fiscal Services Unit including supervisory and staff level\r
fiscal positions. \r

• Prepare and submit the\r
MIA's annual budget request to Maryland Department of Budget and Management,\r
and attend House/Senate�hearings on the budget and supports the agency's\r
position on item that may be required by the committee. This will include\r
preparing year to date budgets on a monthly and quarterly basis. \r

• Maintain ongoing\r
performance standards and reviews to evaluate fiscal activities, records and\r
reports to determine if they�provide a basis for making sound fiscal\r
judgments and if program objectives are being met.\r

• Provide agency revenue\r
forecasts and financial analysis to the State's revenue\r
forecasting�personnel and for various annual�assessments required by\r
Maryland Law, including Managing for Results (MFR).\r

• Prepare, analyze and\r
interpret financial, statistical information and provide when requested, narrative\r
reports of fiscal services, activities and projects. \r

• Apply knowledge of\r
Maryland statutes and regulations to calculate and determine assessment amounts\r
for insurance carriers and coordinate the invoicing and collection of funds. \r

• Review, analyze, and\r
approve all agency requisitions, blanket purchase orders and completed purchase\r
orders for procurement�of all agency contracts. \r

• Oversee the monthly and\r
annual fiscal close process inclusive of providing required information to the\r
Commissioner and to the Comptroller of Maryland's General Accounting Division (GAD).� Through the close process it is expected the\r
person would identify anomalies in fiscal reporting and investigate such\r
matters appropriately.\r

• Review legislative audit\r
reports and reports by outside auditors, develop audit responses and implement\r
corrective action�plans. \r

• Draft policies and\r
procedures for Fiscal Unit and implement legislative changes to the financial\r
sections of the agency for�review and approval of the Insurance, Deputy\r
Insurance and Associate Commissioners. \r

• Attend legislative hearings,\r
with MIA senior management, on the Agency's budget and support the agency's\r
position on fiscal related items. \r

MINIMUM QUALIFICATIONS


• Education: A Bachelor's\r
degree in Accounting from an accredited college or university or a bachelor's\r
degree from an accredited college or university with 30 credit hours in\r
accounting and related courses, including or supplemented by 3 credit hours in\r
auditing.� � \r

• Experience: Ten (10)\r
years of experience examining, analyzing and interpreting accounting systems, records\r
and reports by applying generally accepted accounting principles in the\r
government sector; of which two (4) years must have involved the supervision of\r
fiscal staff.�\r

DESIRED OR PREFERRED QUALIFICATIONS


• Possession of a\r
certificate as a Certified Public Accountant (CPA) and/or Master's degree from\r
an accredited college or university. �\r

• Prior experience\r
performing fiscal related activities for a State agency including knowledge of\r
and experience using FMIS, R*STARS, ADPICS.\r
