Duties
  • You will develop and promulgate Department of the Navy (DON) and Navy International Programs Office (Navy IPO) policy and procedures.
  • You will create new and innovative approaches and policies for complex programs.
  • You will be developing, negotiating, and concluding international acquisition agreements for cooperative armaments programs with U.S. allies and partners.
  • You will manage or support the development or implementation of other international armaments cooperation, technology security and foreign disclosure, or security cooperation efforts.
  • You will develop and coordinate issue papers, correspondence, and other written materials for high- level officials, both internal and external to the organization, to support high-level DoD/DON engagement with U.S. allies and partners.

    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
    • This position requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.
    • Position requires incumbent to attain DoD Security Cooperation Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect. 384.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
    • Defense Acquisition Workforce (AWF) members must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI

      Qualifications

      Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
      Knowledge of the development, negotiation, conclusion, and implementation of acquisition-related international agreements and the associated policies and procedures governing them. Knowledge of DON systems and cognizant organizations.
      Knowledge of contracting laws, policies, and procedures. Knowledge of governing the disclosure of classified and unclassified information, technology transfer to foreign governments and international organizations. Knowledge of International Affairs in relation to security cooperation.
      Knowledge of International Affairs in relation to security cooperation. Knowledge of Congressional, OSD, and Navy policies regarding sales, leases, grants, and weapons transfer initiatives. Ability to provide representation on organizational and program matters/issues to all levels of interest both internal and external to the organization.
