As the Director, Enabling Science and Partnerships Division you will:
- Provide leadership and direction in establishing vision, strategic plans, goals, and objectives for the research activities supported.
- Plan, develop, and implement research programs conducted in DOE laboratories, universities, and other public and private institutions.
- Assure adequate financing for the activities in the areas of responsibility, set priorities for activities, and apportion available funding among them; manage the budget in accordance with prescribed practices set forth by the organization and the DOE.
- Review and make final approvals on staff recommendations concerning research agreements and individual proposals for research projects.
- Implement rigorous merit evaluation using independent peer review for all new and ongoing activities supported in accordance with the requirements identified in the Code of Federal Regulations for the grant program and published guidelines for the DOE laboratory programs and facilities.
- Maintain strong, collegial relations with other programs within the office, the organization, DOE field offices, DOE laboratories, academic and other institutions both domestic and foreign, and the broad scientific community.
Requirements
Conditions of Employment- OPM'S QUALIFICATIONS REVIEW BOARD (QRB) APPROVAL: This is a permanent position in the SES. Qualifications
Your resume must describe your executive core qualifications (ECQs) and experience, technical qualifications and give a synopsis of your accomplishments.Do not include a separate ECQ narrative. Additionally, Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate document.
EXECUTIVE CORE QUALIFICATIONS: The five ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions.
1: Leading Change : Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
2: Leading People : Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3: Results Driven : Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4: Business Acumen : Ability to manage human, financial, and information resources strategically.
5: Building Coalitions : Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, address the MTQs individually and upload the document with your application. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below.
Failure to submit a document addressing each MTQ will result in your application to be deemed incomplete and not be considered.
MTQ 1: Demonstrated knowledge of and experience in fusion energy/plasma sciences which can include a background in plasma physics, fusion and plasma technologies, and materials and nuclear science sufficient to serve as a principal advisor for the division in the area of fusion energy sciences. This is based on formal training, extensive personal research, and work experience.
MTQ 2: Demonstrated capabilities in scientific and technical leadership and management of fusion energy sciences/plasma sciences research programs, including international and private sector opportunities/collaboration.
MTQ 3: Knowledge and understanding of new/emerging fields of science related to fusion energy sciences/plasma sciences that could enhance/support overall domestic research both in fusion/plasma sciences and these new/emerging fields of science as well as offer the possibilities of spinoffs for industrial use.

Basic Requirements: - Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
