Project Overview:

Bechtel has been conditionally awarded the Australian Strategic Materials (ASM) Dubbo Project FEED study, for a green field project, comprising open cut mine, mineral processing plant, and supporting infrastructure, that will mine and process a polymetallic deposit containing zirconium, niobium, hafnium and rare earth elements. The project site is located approximately 25 km south of the central western, NSW city of Dubbo, Australia. The proposed plant will process 1 Mtpa(dry) ore, and produce several specialty metal and metal oxide products.

ASM is currently seeking support for finance through the Export-Import Bank of the United States (EXIM) and the Engineering Multiplier Program (EMP) that supports studies that would result in generating addition export of US goods and services. As such our study wil be executed from both our Houston (USA) and Brisbane (Australia) offices.

Job Summary:

In this role, you will manage a project's supply chain operations and its assigned Supply Chain personnel to establish and implement the procurement and subcontract planning, acquisition, order administration, and delivery of goods and/or services. Your team will execute the project Supply Chain plan to support the FEED study including engagement of key equipment package vendors to support design development, ensuring the monitoring of safety, quality, cost, and performance and that all contractual duties and obligations are met by all parties to each purchase order and subcontract.

Major Responsibilities:

  • Participates with the project team on a large sized project in defining and developing the scope of work, and in preparing and coordinating Supply Chain plans, procedures, schedules, estimates, forecasts, and budgets or manages project Supply Chain (procurement and/or subcontracts) functional personnel in all operations for a small to medium sized project
  • Identifies opportunities for revenue enhancement, schedule relief and claim avoidance and takes appropriate actions to protect Bechtel's interest and/or improve performance
  • Ensures the monitoring of safety, quality, cost, and performance and that all contractual duties and obligations are met by all parties to each purchase order and subcontract

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge, Skills, and Abilities:

  • Background or experience in mineral processing procurement and sub consultant packages across mining and metals projects would be beneficial.
  • Context: Rare earths projects have complex equipment that are specific to mineral processing, that are high value, and long lead. Understanding of this industry is important to delivering the FEED study and establishing ongoing contracts through to execution.
  • Good understanding of US export requirements, together with experience structuring complex commercial assessment and trade-offs between offers or alternative offers to benefit our customer.
  • Context: We need to support our customer assess the impacts and value between potential US export and associated EXIM finance opportunities, against the potential cost premium and quality challenges compared with supplier's typical supply chains.
  • Effective communication and the ability to guide and coach your team to collaborate with vendors to explore a range of scenarios including US export content maximisation, quality and lead time.
  • Context: After earlier project phases spanning the past 10-15 years, vendor fatigue is real and finding ways to engage vendors to support the FEED study will be a challenge.
  • Demonstrated leadership of team comprising procurement and contracts personnel, dispersed across the world, across the two work sites being Houston and Brisbane.
