Main Purpose of Job

The main purpose of this position is to prepare and manage the annual operating budget and quarterly budget projections for those offices assigned within Prevention and Health Promotion Administration (PHPA) Program F0301. This position will develop and manage the budget, financial projections, expenditure management including HIV grants and fiscal year closeout. This position will also prepare and submit Federal Financial Reports and will be working with the Feds to resolve grant reporting issues. This position will also assign, review and approve the work of other budget specialists within the fiscal unit as well as leading and providing training, coaching and guidance in the areas of budget/expenditure management to the staff.\r

MINIMUM QUALIFICATIONS

Experience:�Eight years of experience in budget preparation, presentation and execution.\r
Notes:\r
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in budget preparation, presentation and execution for the required experience.\r
2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required�experience.\r
3.�Candidates may substitute U.S. Armed Forces military service�experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:\r

1. Experience monitoring budgets and tracking expenditures.\r

2. Experience using Financial Management Information System (FMIS).\r
\r
\r
3. Experience making financial projections.\r
\r
\r
4. Experience using Microsoft Excel.\r
\r
\r
5. Experience multitasking and conducting detailed analysis.\r
