The Financial Services Directorate is\r

including internal controls and financial procedures, for the FAMLI Division.\r

Main Purpose of Job

The Budget Analyst is a key position within the Financial Services team at FAMLI. The Budget Analyst manages the preparation, review, and monitoring of budgets within the FAMLI Division. This role involves distributing budget instructions, reviewing submission for compliance, and drafting preliminary budgets. The Budget Analyst presents budgetary information to executive management and prepares the final budget for submission after approval. The Budget Analyst also monitors expenditures to ensure alignment with budgetary priorities. Additionally, the Budget Analyst prepares budget and expenditure reports, analyzes budget trends and variances, and makes recommendations to optimize fiscal operations.

POSITION DUTIES

Duties of this position\r
include but are not limited to:\r

Prepares and\r
distributes budget instructions to assigned units to provide baseline\r
information and guidelines for unit budget submissions.\r
Reviews unit budget\r
submissions to determine adherence to established budgetary guidelines and\r
procedures. Prepares draft budgets to delineate unit requests.�\r
Presents budgetary\r
information to division/agency executive management at division/agency\r
level budget hearings. After the budget is\r
approved by supervisor and the executive management, prepares the\r
finalized budget for submission to the Office of Administration (OOA) in\r
Maryland Department of Labor.�\r
Prepares testimony and\r
provides background information to respond to inquiries from Division\r
executive management, OOA budget analysts, and members of the legislature.�\r
Monitors and approves\r
expenditures by analyzing budgetary priorities and constraints.\r
Prepares object\r
transfers, budget amendments and supplemental requests to reconcile\r
appropriations with actual and estimated expenditures.�\r
Prepares budgetary\r
data that is included in monthly and quarterly statements of fund\r
expenditures and balances and apprises agency management of budgetary\r
status.\r
Analyzes past and\r
present budgetary data to identify trends and to project budgetary needs.�\r
Makes recommendations\r
on additions, deletions or changes to unit requests based upon agency\r
guidelines and fiscal priorities.\r
Meets with program\r
heads to discuss and clarify changes made to budgetary submissions.\r
After the budget is approved by the legislature, notifies FAMLI personnel regarding appropriation levels, and\r
Performs other related duties.�\r

MINIMUM QUALIFICATIONS

Experience:�Seven years of experience in budget preparation, presentation and execution.\r
Notes:\r
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.\r
2.�Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.\r
3.�Candidates may substitute U.S. Armed Forces military service� experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.\r
