Overview

In pursuit of service excellence, the Fiscal Officer I will primarily work with the Fiscal Officer II, Administrative Service, and assist with the Department's processes and the various revenue/finance transactions necessary to maintain internal control. Functions include revenue and cash collection, accounting, budget and expenditure transfers, maintaining contracts, procurement, payroll processing, quarterly/annual projection reports and IT coordination.

The fiscal officer also serves as the point of contact for all ITS requests for the department.

The Opportunity:
Assist in the preparation of a large, complex agency budget and works with the department staff to develop budget requests.Reviews and approves purchases, procurement, payment, data compilation and analysis and of expenses through monthly reports.Conducts fiscal impact or cost-effectiveness exercises of service efficiencies or other special initiatives.Conduct audits in cash collecting sites.Review and Reconcile monthly reports.Orients staff on payment procedures and trains staff on electronic financial accounting/reporting system.Sets up and maintains individual expense ledger; drafts, receives payment requests, Change Orders, and expenses. Review account balances and recommends budget transfers and/or Capital (CIP) allocations.Draft, submit and/or reviews and approves electronic Agency Purchase Orders and Purchase Requisitions for the provisions of goods and services.Develops and maintains a system to track and manage Department's fixed asset and vehicle/equipment list that Department is well prepared for annual audits.Works with Accounting Department and departmental personnel to facilitate grant closeouts and audits.Performs related work as required.

What You Should Bring
The ideal candidate will have the ability to work on a variety of different financial and administrative projects and will bring a strong desire to learn new processes. Prior background or experience with a local government budgeting process is preferred. The ideal candidate will also bring a variety of computer skills to the position, notably a strong ability in Microsoft Excel, including the ability to create pivot tables and sort various spreadsheets to analyze financial information quickly and correctly. The ideal candidate should be computer savvy and will be asked to learn the City's financial software system (MUNIS) and other software packages that will be a part of daily tasks, including Microsoft Office, Smartsheet, Rec Trac, and Kronos. The fiscal officer also serves as the point of contact for all ITS requests for the department.

Minimum & Additional Requirements

Four-Year College Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively-responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Three years of experience in budgeting and financial processes; one year experience with a local government budgeting process, experience in revenue/cost recovery process; experience with public policy analysis; experience with Microsoft Excel, Rec Trac system and editing pivot tables; excellent verbal communication skills; ability to write clearly and multitask to meet deadlines under pressure.
