Main Purpose of Job

The main purpose of this position is to manage the daily operations of the Baltimore City Office of Child Support (BCOCS) Court Referral Division, Investigations Unit, and Fiscal Unit including all personnel matters. This position also serves as the liaison for the Baltimore City Sheriff's and Magistrate's Cooperative Reimbursement Agreements (CRA). BCOCS manages approximately 41,000 cases, a little over one-third of the State's caseload and therefore requires this position to work closely with the Baltimore City Judiciary and the State's Attorney's Office to assist in activities that contribute to the enforcement of BCOCS child support cases.\r

POSITION DUTIES

Plans, directs, organizes,\r
leads and coordinates the administration of the Court Referral Division, which\r
manages cases referred for contempt proceedings and represents CSA in hearings;\r
the Investigations Unit, which handles all written requests for investigation\r
resulting from enforcement actions from non-custodial parents forwarded by the\r
contractor; and the Undisbursed Collections Unit, which reviews and resolves\r
undistributed collections. \r
Establishes goals and\r
monitors and tracks performance of each unit; identifies problem areas and\r
makes recommendations for improvement to each supervisor. Supervises,\r
motivates, develops and evaluates the unit supervisors and support staff to\r
reinforce staff knowledge of new and existing policies and procedures to ensure\r
optimum individual and unit performance according to Federal, State, local\r
laws, policies and procedures; also completes performance evaluations for all\r
direct reports. \r
Oversees and ensures proper\r
and timely preparation of court summaries needed for cases on the Court\r
Dockets; oversees and ensures proper and timely entry of court orders into\r
CSMS; oversees and ensures proper and timely adjustment of fiscal accounts; oversees\r
and ensures proper and timely preparation for all hearings at the Office of\r
Administrative Hearings. \r
Communicates effectively and\r
works cooperatively with the Privatization contractor, State agencies,\r
Sheriff's Department, Magistrates, Judges, State's Attorney's Offices, Legal\r
Aid Bureau, Public Defender's Office, committees, workgroups and other child support\r
agencies to ensure optimal service to customers and partners. \r
Interprets, monitors and\r
administers new child support policies and procedures to ensure compliance with\r
local, state and federal policies and procedures. \r
Collaborates with City\r
Government agencies, State agencies, Judiciary, and other human service\r
providers to facilitate the delivery of child support and other human service\r
programs. \r
Adheres to all State\r
policies and procedures and implements all corrective actions required for\r
program performance and/or audit finding remediation.\r
\r

MINIMUM QUALIFICATIONS

Experience:�Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures,�practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.\r
Notes:\r
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of�programs, procedures, practices and organizations for the required experience.\r
2.�Candidates may substitute graduate level education at an�accredited college or university in a human services related field at the rate of 30 credit hours on a year-for-year basis for up to six years of the required experience.\r
3.�Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience writing, developing, reviewing and recommending operational and administrative policies/procedures, organizational structure and staffing.\r
Two years of experience working at the supervisory or management level.�\r
Two years of experience using Microsoft Word and Excel.\r
One year of experience analyzing and reviewing legal documents.��\r
