Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met.

The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent serves as a Supervisory Air Traffic Control Specialist Branch Manager within AMA-510.

Responsibilities This position is the Manager of the Terminal/Tower Training Branch with overall responsibility for management and technical direction of the branch.

Serves as the Branch Manager and advisor concerning terminal and tower training.

Also serves as an advisor to the Division Manager on resource concerns or situations, poses possible alternatives and their impact on current, proposed technical training programs.

Evaluates reports on Division plans, national policy/plans affecting the Division and identifies potential inconsistencies between the Division and national plans.

When assigned, serves as acting manager in the absence of the Division manager. Manages and supervises supervisors of personnel assigned programming and maintenance of computer assisted equipment and administrative duties. Directs, coordinates, schedules and evaluates work activities with overall responsibility for branch administrative direction. Identifies need for staff training and arranges development and training. Plans, organizes and assigns work to subordinate sections. Establishes performance standards. Conducts evaluations of subordinate supervisors and reviews semi and annual performance evaluations of branch personnel prepared by subordinate supervisors.

Provides guidance and coaching to employees on work and administrative matters, hears and resolves employee complaints referring group grievances and unresolved matters to higher level management.

Tasks the instructional services contract manager with assignments to provide support staff sufficient to fulfill tasked duties.

Oversees the instructional service contractor workforce assigned to the Branch through coordination with the contractor supervisor, makes decisions on work situations presented by the contractor supervisor and determines if contractor work performed meets standards of adequacy.

Initiates action if performance does not meet standards. Provides a variety of supervisory/managerial functions relating to the implementation and support of management analysis, budget formulation and execution. Manages and implements projects assigned by the division or staff manager. Communicates and reinforces EEO Program policies and programs in all areas of responsibility. Fosters a work environment where all employees are treated in a fair and equitable manner. Individual and organizational performance is reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.

The work activities of the position impact directly on project/program objectives for more than one organizational unit and for the major subdivision.

The work of this position affects the major subdivision's internal and external customers. Performs other duties assigned. Requirements Conditions of Employment We are not accepting applications from noncitizens.

Qualifications To qualify for this position you must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to the FV-J (FG/GS-14) level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.


Specialized Experience includes:

Experience with providing Air Traffic Control Course instruction and evaluations of courses; experience with providing technical guidance, development, and revision efforts to Terminal or Tower Air Traffic training programs; experience managing projects, programs, and training courses.
