NATURE OF WORKThe Parks Maintenance Technician III will work with a team of other Parks, Recreation & Culture employees. This is the advanced level class in the Parks Maintenance Technician series.

As a member of the Parks Division, the Parks Maintenance Technician III performs semi-skilled and skilled tasks in the construction, maintenance, and repair of various infrastructure including parks trails, sidewalks, irrigation systems, drainage systems, and signage.

The individual must be able to work independently and exercise judgment and initiative.

The position also performs event support services and snow and ice control/removal duties for town streets, buildings, parking lots, trails, and parks.

Individuals in the position are required to perform work in a manner consistent with and exemplary of the Town's PRIDE philosophy and the Town's Equal Employment Opportunity policy.

SUPERVISION RECEIVEDIndividuals work under the direct supervision of the Parks Supervisor to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

SUPERVISION EXERCISEDWill train and lead entry-level Parks Maintenance Technicians.
Essential Job Functions

ESSENTIAL JOB FUNCTIONSThe individual in the Parks Maintenance Technician III role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the Town, department, division, and pursuant to laws, regulations, and practices.

Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties with or without reasonable accommodations.

Ensures parks' facilities are maintained for aesthetics and safety in a timely and cost-effective manner, including but not limited to: sports fields, trails, open spaces, turf, playgrounds, irrigation systems, buildings, picnic areas, storage/maintenance buildings, and restrooms.

Work is completed in a manner that is reflective of the Town service standards for the beautification, maintenance, and safety of park operations and usage.

Appropriately prepares, develops, and maintains park areas including grass, mowing, and trimming in a timely manner to maintain the beauty and usability of the park systems.

Assists in disease and pest control and horticulture as requested or needed.
Aerates, eradicates weeds, and removes plants as needed or requested. Reports the necessity for replacements as observed.

Performs installation, maintenance, and repairs (including painting) of park shelters, restrooms, picnic tables, benches, bleachers, and trash receptacles as well as scoreboards, soccer goals, park signs, other park structures, and irrigation/sprinkler systems.

Performs maintenance and repairs on sprinkler irrigation systems; installs or assists in the installation of new sprinkler systems.
Performs safety inspections and maintenance of park playgrounds. Reports unsafe or damaged equipment in disrepair for replacement and or repair.
Builds and continually improves park operations; develops best practice approaches to maintenance management, standards, inspections, and conformance to standards.
Removes trash, and destroyed or damaged items to prevent injury, and or disarray to park beautification.
Maintains a variety of records relating to maintenance, construction, and inspection of parks systems (parks, cemetery, open spaces, etc.).

Safely operates construction and maintenance equipment such as pick-up trucks, dump trucks, tractors, water trailers, riding mowers, hand mowers, front loaders, backhoes, tillers, aerators, snow blowers, sprayers, spreaders, weed trimmers, pruning tools, trenchers, grinders and hand-held tools for the appropriate projects.

Plows, shovels, and removes snow to provide useable citizen areas during inclement weather.

May prepare for interments including layout, excavation, set-up, and follow-up and installation of memorial foundation as part of parks/cemetery operations.

Maintains operations resources and equipment in regard to inventory control and resource allocation. Ensures equipment is maintained per fleet policy.

Provide 24-hour on-call response from September 1 through April 30 for emergency maintenance and snow and ice removal from streets and public facilities.

Completes and submits daily work reports, work orders, vehicle and equipment repair orders, and payroll timesheets in an accurate and timely manner.

Takes responsibility for own actions when errors and mistakes are made to allow for learning from those mistakes.
Inspects, maintains and cleans assigned equipment and vehicles.
Performs minor equipment repairs.

Clears ice and snow from streets, parking lots, and sidewalks to ensure the safety of the community using a snow blower, tractor, truck with plow attachment, shovel, etc.

Installs and maintains irrigation, sprinkler, and drainage systems.

Assists in preparations and setup for Town-wide and department special events which may require flexed scheduling and working on holidays.

Accept new work assignments and schedule work hours to meet the needs of the organization.

Assists the Parks Supervisor in the development of the Parks Division operation budget; forecasts additional staffing, equipment, materials, supplies, and capital improvement projects.

Assists with training less experienced crew members on work projects and procedures.
Leads full-time, part-time, and seasonal employees and volunteers in routine tasks.
Cooperates with co-workers, supervisors, and other departments/divisions to foster the spirit of a team environment.
Keeps supervisor apprised of issues and concerns within the organization.
Accepts constructive input and implements suggestions for improvement.
Applies chemicals, fertilizers, and other hazardous materials following all safety precautions.
Operates hand tools, vehicles, and equipment following all safety precautions.
Inspects and maintains the safety of equipment.
Promotes a culture of safety in the workplace and reports safety hazards when observed.
Provides courteous customer service; responds to questions and inquiries from the general public.
Performs other duties as assigned.
May work alone or as a member of a crew.
Accepts "on-call" assignments as needed.

Depending on organizational need, additional duties may include the following:

The Parks Maintenance Technician III position is part of the snow removal program which includes scheduled on-call responsibilities typically during the months of October to April.

The Parks Maintenance Technician III position is required to review and acknowledge the Snow Guidelines annually.

The Parks Maintenance Technician III position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.

May be involved in special projects that are directly or indirectly related to essential job functions.
Continues educational and certification requirements to remain abreast of current methods and procedures.
Assisting other departments/divisions as necessary.

Education, Knowledge, Skills, Abilities

EDUCATION, EXPERIENCE AND FORMAL TRAINING
Three (3) years of experience as a Parks Maintenance Technician II for the Town of Windsor; or
Five (5) years of experience in parks and maintenance.
Five (5) years of experience driving a truck, tractor or dump truck
Three (3) years of experience with backhoe or heavy equipment operation

Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.


LICENSES OR CERTIFICATES:
Must have and maintain a current Colorado Class B Commercial Driver's License and tank endorsement, that meets the Town of Windsor's standards, or have the ability to obtain within one (1) year of employment
Must possess and maintain a Department of Transportation Medical Examiner's Certification
Must possess at least two of the following:
Certified Landscape Technician with 2-3 Specialties (preferred)
Turf Management
Irrigation
Ornamental Maintenance
Softscapes or Hardscapes Installations
Pesticide Applicators License
Certified Playground Safety Inspector (preferred)
CPR/1st Aid certification within three (3) months of employment
KNOWLEDGE, SKILLS, AND ABILITIESIn addition to the knowledge and abilities requirements for the Parks Maintenance Technician I & II:
Expert knowledge of parks, trails, and open space maintenance
Expert knowledge of turf and irrigation management
Expert ability to read, analyze, and interpret irrigation schematics/As-Builts.
Expert knowledge of equipment operating principles, hazards' and safety precautions
Expert knowledge of safe operational procedures in the use of heavy equipment, machines, tools, chemicals, and toxic agents
Ability to learn and use new technologies introduced to the industry

Basic Knowledge of the principles and practices of public administration, including organizational development, management, and budgeting, with advanced to expert knowledge of employee supervision, and training.

Expert knowledge of town and department policies and procedures
Expert knowledge of industry standards and how to implement them in the daily completion of projects
Expert computer skills to complete forms and paperwork and to use e-mail
Expert knowledge in performing minor equipment maintenance and repairs
Ability to prepare budget documents, reports, and statistics
Ability to administer approved budget
Ability to develop relationships with people from diverse backgrounds
Ability to read, understand, and complete written requests and work assignments
Ability to work cooperatively with other employees and the public
