The TSC Section Manager provides leadership and direction in the management and operation of a section encompassing approximately 7 units, which may include the Workload Support Unit (WSU). Through subordinate supervisors and staff (up to 150 employees) the incumbent is responsible for providing quality service to SSA's public. This is accomplished through duties such as: ensuring that employees are properly trained and provided sufficient guidelines; assisting subordinate supervisors in developing methods to evaluate and appraise employees; coordinating section operations with other SSA organizations; observing and analyzing significant trends and developments resulting from program operations and indications of public reaction to administrative policies; and ensuring that timely and appropriate action is taken to identify and act upon requests for SSA benefits, etc.

    Qualifications

    Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience includes either (1) Experience that has provided skill in conducting personal and telephone contacts with a wide range of individuals. Such experience must demonstrate: (a) the ability to explain complex technical or regulatory information and to adapt explanations and language used to different levels of understanding; AND (b) the ability to conduct interviews in a way that establishes good relations while obtaining or providing relevant information in the minimum amount of time; AND (c) the ability to recognize and overcome attitudes or emotions that hinder effective communications; OR (2) Technical, investigative, professional or quasi-legal work that has provided a good working knowledge of the Social Security laws, regulations, and procedures. Such experience must demonstrate knowledge of the coverage of the major benefits, privileges, or obligations involved, the documents and supporting evidence required for agency action, and the factors that affect the specific benefits or obligations due, and the ability to describe and discuss the benefits or obligations with persons affected by them; OR (3) A combination of (1) and (2) above. To be creditable, specialized experience must have been at least equivalent to the next lower grade level.

    Education

    There is no substitution of eduacation for specialized experience at this grade level.

    LOCALITY PAY: Salary will be set in accordance with locality pay provisions. The locality for this position is 33.26%. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected; they will lose entitlement to the higher locality pay.

    OTHER NOTES:

    First time supervisors/ managers are required to serve a one- year supervisory/ managerial probation period. Time served in this position may be credited toward meeting the supervisory/ managerial.

    This position is temporary not-to-exceed 1 year. Temporary promotions or reassignments may be extended or become permanent.

    This is not a career ladder position; GS-13 is the full performance level.

    Selected employee(s) must complete a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one. Service under a temporary promotion to a supervisory position is creditable toward the completion of the probationary period requirement if the service is continuous for a 1-year period or the promotion is converted to permanent in the same position without a break in service.

    This position is eligible for telework.

    Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

    This is a non-bargaining unit position.
