- You will provide leadership for project planning, engineering, design, execution and construction of shore facilities.
- You will work to provide consistency across NAVFAC on issues such as acquisition strategies, funding, design and construction, cost estimating, source selection and scheduling related to MILCON.
- You will provide leadership, oversight and guidance to ECH III and IV Commands within the NAVFAC organization on complex problems and actions during execution of facility design and construction, from project execution through closeout.
- You will evaluate MILCON project information from a facility engineering perspective to assess risk to project execution, including required resource allocation. You will resolve facility-engineering issues related to scope, cost, and schedule.

Qualifications
Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. In addition to the SPF and Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing engineering concepts, principles, and practices in construction to develop solutions to construction issues or problems; 2) Demonstrating standards, codes, and practices of engineering and architecture governing the identification, execution, and delivery of technical products and services; 3) Budgeting, policy, planning, and managing projects to review, assess, and resolve design and construction issues. 4) Overseeing application of concepts, principles, theories, and methods related to operation, sustainment, restoration, modernization, and disposal of infrastructure; 5) Applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing engineering projects and resources, including technical performance. For the General Engineer - GS-0801: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

A. You have a bachelor's or higher degree in architecture.
OR
B. You have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
C. You have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Your curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities
OR
you lack a degree in architecture, but you have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
