Duties


The incumbent performs required analyses and program coordination for facility projects and independently analyzes and develops sound justification for recommended actions on proposed Board facility projects.

Supports other section staff on projects and leads section efforts on assigned projects.

The incumbent of this position has been designated as essential personnel, and as such will be expected to report to work or work extra time even if the Board is officially closed during emergency situations, such as inclement weather.

Non-exempt employees will receive Overtime if appropriate.

    Qualifications


Must be a registered architect (by exam) or licensed professional engineer (by exam) and have a minimum of an undergraduate degree in architecture, engineering, or closely related field and of six (6) years of architectural or engineering building design experience, with an architectural, consulting engineering, or A&E firm, of which a minimum of two (2) years includes professional design services project management experience.

Requires architectural or engineering design experience on large building projects for commercial and government clients with emphasis on secure and high-tech projects.

Such projects could include banks, data centers, communications facilities, and operations centers, US embassies, or US courthouses. Excellent critical thinking, written and verbal communication, and interpersonal skills are required.

Will serve as the and subject matter expert on architectural policy, design, and construction.

Responsible for reviewing and evaluating facilities programming, planning, design, and construction matters for projects that include new buildings, renovations, additions, and specialized programs.

Provides architectural expertise and creativity to assigned projects as the owner's subject matter expert advancing innovative, cost-effective and mission-supportive facilities.

The incumbent originates new techniques, establishes criteria, and develops new information within a specialized discipline, formulates projects, assesses effectiveness of proposed programs, accessibility and building envelope, and investigates or analyzes a variety of unusual conditions, problems, or questions, related to planning, design, and construction of Board facility projects.

Results of work are considered technically authoritative.


At grade FR-27 the incumbent is a Lead Architect Engineer and must be a senior-level registered architect (by exam) or senior-level licensed professional engineer, and have Bachelor's degree in architecture, engineering, or equivalent experience.

Requires eight (8) years of architectural or engineering building design experience, with an architectural, consulting engineering, or A&E firm, of which a minimum of six (6) years include professional design services project management experience.

Requires specialized architectural or engineering design experience and general experience across multiple disciplines, on large complicated building projects for commercial and government clients with emphasis on secure and high-tech projects.

Such projects could include banks, data centers, communications facilities, operations centers, US embassies, or US court houses. Excellent critical thinking, written and verbal communication, and interpersonal skills are required.

Must have professional services business experience, which could include preparation and negotiation of A&E fees, professional services contracts, proposal preparation, construction bid evaluation, construction management, construction cost estimating, life cycle cost analysis (discounted cash flow analysis), facilities and systems test/acceptance/commissioning, project planning, facilities programming, project scheduling, cost control, value engineering, and energy conservation.

Should have general knowledge of related policies, procedures, and standards followed by federal agencies in building programs.


Serves as an expert advisor to the Board on facilities programming, planning, design, and construction matters for projects that include new buildings, building renovations and additions, and other specialized programs.

Assumes a leadership role in guiding the Board in area(s) of expertise, will serve as the Lead Architect and provide technical expertise in architectural matters in Board owned or leased facilities.

Contacts are typically with the Board, all levels of Division staff, consultants, contractors, attorneys, government agencies, and professional organizations. The incumbent is required to justify, defend, negotiate, or settle matters involving significant or controversial issues. Represents the Board during negotiations with professional architectural and engineering service firms, construction companies, and local building code regulators.

Represents the Board at task forces and other outside agencies to enforce or develop standards and policies related to the planning, design, and construction of Board facilities.

Responds to inquiries regarding Board policies and practices related to this field.


Exercises no formal supervision, however, must lead projects and influence the work of employees over which no supervisory authority is exercised.

This position requires an onsite presence at our offices in Washington, DC.
