Job Announcement

This position works under the general supervision and direction of the General Registrar and oversees a $9 million budget and supervises one staff member. Responsible for finance and administrative compliance policies and procedures for the agency. Independently performs a wide range of professional level work related to financial management, financial analysis, contracts, cost benefit analysis, and long-range financial planning. Plans and prepares the department's operating and capital budget requests, carryover requests, wire transfers, and the financial accrual process. Reviews, interprets and implements federal, state, and county laws and procedures to ensure compliance with fiscal and purchasing policies, procedures, and requirements. Develops written financial procedures and policies for the department and training managers and other staff in the department to ensure compliance with financial policies and procedures. Serves as the department's liaison with the Department of Management and Budget and works closely with other county departments and agencies including DPMM and DHR to help achieve the department's goals and objectives.

Prepares and/or analyzes financial data and makes recommendations;
Plans, organizes and participates in the reconciliation of funds;
Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
Prepares or assist development of the agency budget and monitors budget status.

Required Knowledge Skills and Abilities

Knowledge of generally accepted accounting principles;
Ability to prepare, interpret and analyze financial reports and statements;
Ability to develop and apply budget, procurement, and payment procedures in accordance with established county policies.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS: Four (4) or more years of experience in financial management. Two (2) or more years supervisory experience. Strong Microsoft Office skills (Word and Excel).Experience using FOCUS or an SAP for Procurement, Finance, Contract, and Accounts Payable activities.Experience performing monthly account reconciliations.Strong procurement, financial, accounts payable and contract experience.
PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment with occasional travel possible. Ability to sit, stand, and walk as needed to perform core job functions. Ability to lift up to 25 pounds, Ability to work with both electronic and paper filing systems. Ability to use laptops and other electronic devices. All duties performed with or without reasonable accommodations.
