[Provide superior support to the WFO RO Director on FMS Development and Management.

[Duties and Responsibilities (Essential):

  1. Reports directly to the WFO RO Director for all BPC related pre-MOR, case development, case execution and delivery issues as they arise and provides proposed solutions to resolve them in a timely manner.
  2. Receives direct guidance from the WFO Director to execute and deliver solutions for identified issues as they develop.
  3. Report directly with the WFO RO Director to ensure that all BPC obligation slides are updated, and solutions are identified to ensure each fiscal year funds are obligated at a 95% or higher rate.
  4. Subject matter expert for all BPC transportation shipments. Ensuring all Weapons/Ammunition/ Surface/GHS shipments are planned effectively and documented accurately to ensure all material is delivered in a timely manner.
  5. Ensure all material, training and services are delivered in a synchronized manner to ensure the USASAC Total Package Approach (TPA) methodology is adhered too.
  6. Oversees the Security Cooperation Management System (SCMS) Shipping Control Number update page to ensure all JCP transportation analysts create accurate Shipping Control Numbers (SCNs) and close them out as required.
  7. Monitors the BPC standard dashboard to ensure all stakeholders are aware of current obligation rates and recommend solutions to ensure a 95% obligation rate is attained.
  8. Monitors the distribution of all Case Trackers to the Country Teams/ DSCA / Stakeholder to ensure they are delivered monthly. Report to the WFO Director if the requirements are not being met.
  9. Works closely with the BPC CCMs to ensure all material is requisitioned and put on contract in a timely manner. Monitors all BPC cases to ensure all lines are obligated with a 95% or higher obligation rate.
  10. Monitors production timelines of all Army materiel to maintain awareness of the equipment delivery date to JCP and maintain direct communications with vendor POCs to establish availability dates.
  11. Participates in all BPC feasibility reviews and provides guidance to stakeholders and the feasibility of effectively implementing proposed BPC Programs.
  12. Monitors all BPC cases to ensure cases are closed when all supply and service activities are completed.
  13. Verify the cost of all shipments is reasonable and inform the WFO Director of any cost issues.
  14. Provide Quality Control for the development of all JCP GTandE DAC Local (TAC Code) forms and ensure they are completed properly with all necessary information and uploaded for each SCN.
  15. Monitors all SCN for completeness and accuracy.
  16. Updates the WFO Director on delays in deliveries that will have a negative impact on the success of the BPC program.
  17. Monitors the transportation analysts to ensure they are informing the country teams of all inbound shipments and verifies that all storage facilities and material handling equipment is available for receiving equipment.
  18. Ensures that the JCP analysts are reporting accurate delivery information in a timely manner to the USASAC Operations Team every Monday NLT 1200 of all confirmed deliveries that occurred during that week.
  19. Ensures all updated training and delivery slides are up oaded into the DSCA SharePoint for the DSCA bi-monthly training and transportation update and provides quality control measures to ensure they are complete and presented in a professional manner.
  20. Attempt to acquire any delivery pictures from SCO for historical purposes and upload them into the WFO team page.
