Supervisory Responsibilities:

Human Resources Coordination:


Coordinates with Human Resource Management Service on all matters affecting employee personnel actions, including the recruitment of clinical and non-clinical personnel.

Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.

Periodically reviews position descriptions to ensure accuracy and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

Administrative Oversight:


Performs tasks in service administration, fiscal, contractual, equipment, space, and other resource management, and HR/Credentialing, supporting direct patient care through independent and collaborative work involving productivity, mapping, clinic capacity, efficiency, safety, and patient/staff satisfaction.

Acts as certifying official for all complex medical equipment, affiliate service contracts, medical service contracts, and other surgical services agreements, ensuring adherence to all requirements as specifically outlined under each lease/contract/agreement.

Reviews statistics, workload analyses, and monitoring required for maintaining contracts and justifying renewals as needed.

Operational Management and Analysis:

Conducts studies of health care system programs and operations, making recommendations for improvements to reduce costs and increase efficiency and effectiveness without compromising customer service.

Prepares long-range (5-year) and short-range planning guidance in accordance with broad agency program policies and objectives.

Acts independently as the specialist in administrative matters for all Surgical Service clinical and administrative space, determining and advising on program needs to assure maximum utilization of space, equipment, staff, and funds, and develops alternative courses of action for improvement in Veteran health care.

Responsible for maintaining current information regarding equipment needs and priorities within the service.

Oversees CMR maintenance, monitors equipment replacement dates, coordinates repairs with Bio-Med, coordinates equipment loans/trials, and ensures accurate completion of equipment purchase documents.

Oversees supply and equipment management, including EIL responsibilities and certification of contract invoices.

Direction/Long-Range Planning:

Policy Development:
Develops both long and short-range policies and plans for the organization.
Advises on administrative matters related to acute inpatient, operative care, and specialty care outpatient clinic operations.
Evaluates the impact of new or modified legislation on programs and operations.
Develops and prepares organizational strategic and business plans.
Communicates with internal and external stakeholders on behalf of the Chief of Surgery and Executive Leadership.

Customer Service and Compliance:

Compliance and Coordination:


Serves on Medical Center and/or VISN Committees as assigned by the Chief or any member of the Executive Leadership team.

Coordinates cross-organizational projects involving more than one service, clinic location, or federal agency, ensuring project completion within the prescribed time frame.

Coordinates and responds to all controlled correspondence and congressional complaints from patients assigned to Surgical Service.
Monitors and ensures consults, open encounters, and appointments are scheduled appropriately to meet patient access metrics.
Develops action plans and proposals for increasing access.
Chairs recurring meetings with various levels of staff, clinical managers, administrators, and support staff related to access.
