Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy.

We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels.

Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.


Role Overview:
This position will review projects dealing with more difficult and/or technical components.

The coordination of the cross-connection control program for the Branch is part of the responsibilities for this position and requires a knowledge of back flow testing.

The position will be the point person for the onsite review of construction to determine conformance with the permit. Incumbent will assist in the training and mentoring of junior staff. The person in this position must be detail oriented, organized, and responsive to customer concerns.

Salary Statement:
The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

A Day in the Life:
The essential functions of this role are as follows:

  • Perform detailed technical engineering reviews and specifications of facilities and conduct on site inspections to ensure that they meet State of Indiana's standard guidelines.
  • Conduct permit reviews including review of permit application documents, plans, specifications, design summaries and evaluating the compliance history.
  • Conduct surveys, special problems investigations and inspections to collect data, collect samples for Lab analysis, prepare reports for administrative and/or regulatory action and may testify at hearings and in court.
  • Review plans and specifications with emphasis on identifying deficiencies and potential problems and recommending sound alternatives.
  • Ensure that facilities comply with safety requirements by conducting inspections, advise enforcement staff on technical issues, prepare or review enforcement documents; attend hearings, prehearing conferences, and preparatory meetings; and testify as an expert witness at hearings or in court.
  • Provide prompt responses back to the general public, consultants, contractors, government officials, permit applicants.
  • Serve as representative of agency on national associations concerned with standards applicable to revisions of design standards and discussion of new developments.
  • Work as Subject Matter in the technical formulation of federal regulations and provides comment, on behalf of agency, to proposed rules and regulations of federal government and other states.
  • Serve as project officer in certain sub grants and sub grantees, to determine efficient utilization of grant monies.

What You'll Need for Success:
You must meet the following requirements to be considered for employment:

  • Bachelor's Degree in Engineering from an accredited four year college required.
  • Six (6) years of experience in Engineering and related field.
  • Thorough knowledge of and ability pertinent state, federal and local rules, regulations and ordinances and ability to modify or assist in modification of regulations as necessary.
  • Extensive knowledge of the environmental sciences, especially those areas of biology, chemistry and engineering which relate to pollution control principles.
  • Thorough knowledge of the structure and functions of various sections within the division and the ability to coordinate section roles to achieve an acceptable solution to individual problems.
  • Working knowledge of accounting and economic principles and practices as applied to the cost benefit analysis, grant processes and value engineering.
  • Ability to conduct intensive literature surveys, inspections, and research for technical advancement of the programs and investigations and to prepare reports for the use as evidence and basis for recommendations for action.
  • Effective communication skills in individual and or group situations, in order to discuss and review highly technical information to reach a common solution which is economically and environmentally sound.
  • Ability to develop programs, define procedures and prepare schedules to accomplish set objectives.
  • Ability to technically review plans, specifications, and control systems with emphasis on identification of adverse economic and environmental impacts and to choose and recommend sound alternatives.
  • Extensive knowledge of the Working knowledge of the principals and practices of air, land, water pollution, solid and hazardous waste and disposal, occupational health and safety and/or water supply based on the division you will be assigned to.
  • Ability to utilize Computer Assisted Design (CAD) related programs, electronic documentation, and database entry and maintenance.

Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
