Duties
  • You will assist the FEAD Leadership in the reviews and approval of the PWD position concerning contractor entitlement for change through interpretation of formal contract clauses and the technical requirements of plans and specifications.
  • You will manage programs and projects in the product line in a timely manner and accomplish objectives within resource constraints.
  • You will chair or serve as part of the Technical Evaluation Team (TET) supporting the acquisition process.
  • You will support the construction after the construction contracts are awarded.
  • You will be a specialist in the field of construction engineering, serving as a point of contact for coordination of all assigned construction projects at DoD activities, under the cognizance of the Naval Facilities Engineering Systems Command.
  • You will resolve complaints from individual employees, resolves group grievances, investigate serious complaints and involve the HRO, as necessary, to ensure timely and effective conflict resolution.

    • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
    • This position requires current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application.

      Qualifications

      This position has a Selective Placement Factor (SPF) that will be used to screen out ineligible candidates. The SPF is: Current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam, or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement.

      In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a senior member/lead and/or supervisor of a team of engineers/architects and technicians performing a full range of multidisciplinary engineering responsibilities related to military construction (MILCON) and construction quality assurance; 2) Researching construction practices and techniques in the development of construction project specifications or feasibility considerations; 3) Establishing and monitoring site and project specific procedures and submission of reports aimed at expediting the work of A/E and construction contractors: 4) Assisting in and/or seeking out solutions to problems involving the areas of all disciplines of engineering and project financing which are the result of design errors, unforeseen conditions, or changes in criteria; and 5) Visiting construction projects under execution to evaluate construction progress and safe performance of contracted work.

      Education

      Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

      Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.       Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
      OR
      Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

      Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

      Successful completion of a bachelor's or higher degree in architecture.
      OR
      Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
      OR
      Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
