Opportunity Overview

Lawrence Livermore National Laboratory is pleased to offer the position of Project Controls Analyst. This role is situated within the National Ignition Facility & Photon Science (NIF&PS) Directorate, where the world's most powerful laser is housed. Join a team that recently achieved fusion ignition, marking a significant scientific milestone that opens doors to new possibilities in fusion energy.

As a Project Controls Analyst, your responsibilities will involve contributing to the enhancement of project controls procedures, tools, and systems to support various specialized projects. Working alongside an established team, you will engage in resource loading, cost estimation, budgeting, forecasting, variance analysis, and corrective action planning. Your role will incorporate the use of Project Management and Earned Value Management methodologies to conduct thorough reviews, analyses, and reports on project costs, schedules, and risks across the project lifecycle.

Key Responsibilities of the Role

  • Participate in the establishment and execution of the project controls system.
  • Provide guidance on advanced earned value management systems implementation.
  • Utilize project controls software tools such as MS Project, Primavera P6, and reporting utilities.
  • Generate analyses, evaluations, and documentation of program performance metrics and cost discrepancies according to defined processes and monthly business procedures.
  • Produce accurate program reports to support sponsor reporting obligations.
  • Create visual presentations and informative materials related to estimating, cost, schedule, and earned value data for meetings and reporting purposes.
  • Collaborate with the project team to define project activities, scope, durations, logic, and activity interdependencies.
  • Implement advanced earned value management systems by independently evaluating project schedules for sequencing, logic relationships, and critical path analysis.
  • Deliver training sessions on project controls and provide on-the-job training for specific processes and practices.
  • Execute other duties as assigned.

Additional Responsibilities at the Q01.4 Level

  • Oversee the integration of all project activities to maintain project critical paths.
  • Supervise the implementation of advanced earned value management systems.
  • Ensure data integrity in project controls and adherence to established processes.
  • Establish standardized schedule reports and dashboards to facilitate data-driven decision-making by program management.
  • Coach and guide the team in enhancing tools, processes, and procedures continuously.

Qualifications

  • Ability to obtain and sustain a U.S. DOE Q-level security clearance (U.S. Citizenship required).
  • Bachelor's degree in Business or Information Systems or equivalent education/experience combination.
  • Thorough understanding of earned value management principles, theories, and techniques for project scheduling systems.
  • Proficiency in project controls and project management software tools like MS Project, Primavera P6, and Deltek Cobra.
  • Extensive experience in advanced Excel functions within Microsoft Office.
  • Proactive and analytical problem-solving skills with the ability to work autonomously in ambiguous situations.
  • Demonstrated capability to address complex issues, analyze problems, and make informed decisions effectively.
  • Capacity to maintain professionalism and precision while handling interruptions in a dynamic work setting.
  • Strong written and verbal communication skills to engage with diverse team members and negotiate effectively.

Desired Qualifications at the Q01.4 Level

  • Experience organizing and leading project controls scheduling functions.
  • Expertise in project controls technical skills and comprehensive knowledge of an Earned Value Management System.
  • Proficient in conducting statistical analysis, schedule monitoring, and data management to present detailed project scheduling information effectively.
  • Advanced proficiency in project controls software systems.

Preferred Certifications

  • Project Management Professional (PMP) certification/license.
  • Familiarity with technical processes, engineering documentation, and financial reporting.
