This position is responsible for annually developing, testing, and applying market models used for establishing commercial real estate value estimates.

Accumulating information, monitoring the current real estate market and developing accurate market models.

This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).

Perform sales Inspections, Market and Income analysis, and modeling

  • Develop and maintain Computer Assisted Mass Appraisal (CAMA) system valuation models for commercial real properties
  • Determine the proper market and economic adjustment factors and the appropriate regression variables to develop market models
Review, establish, and explain property values during final review and all level of appeals

  • Conduct Informal Equalization and Payment Under Protest appeals
  • Conduct Board of Tax Appeal Hearings both Small Claims and Regular Division
Develop and publish current real estate market model information

  • Review and document market source information
  • Create, organize, and publish income and market modeling analysis source documents into the Final Review Manual

Minimum Qualifications:
High school diploma or equivalent. Four years of mass appraisal experience.

Have one of the following professional designations or the ability to get one within three years of hire date:

Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Registered Mass Appraiser (RMA), Assessment Administration Specialist (AAS) or Certified Assessment Evaluator (CAE).


Has successfully completed the following courses:

  • International Association of Assessing Officers (IAAO) Course 101 – Fundamentals of Real Property Appraisal
  • IAAO Course 102 – Income Approach to Valuation
  • IAAO Course 300 – Fundamental of Mass Appraisal
  • Uniform Standards of Professional Appraisal Practice (USPAP)
  • Kansas Property Tax Law
  • Kansas Personal Property and Assessment
  • Orion Introduction and Overview of Basic Functionality
Must successfully pass the following courses within three years of hire date.

  • IAAO Course 400 – Assessment Administration
  • Orion Sales File Development
  • Orion Market Modeling Analysis and Automated Sales Comparison
Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver's license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

Preferred Qualifications:

Bachelor's degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field.

Five years of experience in mass appraisal field.

Have one of the following professional designations:

Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Registered Mass Appraiser (RMA), Assessment Administration Specialist (AAS) or Certified Assessment Evaluator (CAE).
