Management and Program Analyst

Analyzes and provides advisory services to support the administration of a wide range of organizational procurements, some with new or unusual requirements.
Manages contracting for all procurements. Reviews the organization's procurement actions for adequacy, appropriateness, procedural requirements and compliance with agency and appropriate federal procurement regulations.Serves as program manager in the GLAAS and Phoenix systems for all requests which includes scopes of work and appropriate documentation for new activities, funding actions, or modifications.
Identifies key policy issues and develops operating policy, procedures, and guidance pertaining to major, complex support services program areas that are interrelated and which require consideration of the impact of changes made.
Works closely with the Senior Program Analyst in planning, coordinating, and managing the comprehensive and complex program operations of the Office.
Ensures that operating program objectives are met by monitoring budget allocation and execution. Performs in-depth, rigorous analyses of budget requests. Maintains financial databases and other resources to implement the program.-
