Summary

As a member of the Engineering team in Metro's Capital Division, the Structural Engineering Supervisor (Transit Capital Supervisor) performs day to day supervision and management to a group of 5-6 structural engineering staff who deliver a wide variety of Trolley, Structural and Architectural projects.

Projects include both major and smaller Transit capital projects, including the preparation of engineering designs, specifications, and design reports, assisting project managers with the establishment of project budgets and schedules, and the performance of quality control reviews of consultant designs.

King County Metro is looking for an innovative, collaborative Structural Supervisor that will serve as the resource manager for the structural group providing assignments, direction, coaching, and mentoring to a growing group.

This position also provides planning level support to Transit Planners in development of integrated multi-modal transportation facilities.

Converting to a fully electrified fleet will impact every division within King County Metro. Significant coordination between the capital and operational divisions will be required during this transition phase.

This role will work closely with the capital planning and delivery sections to plan for and implement base conversion efforts (design of bases and on-route layovers; installation of charging infrastructure; introduction of software) and work with vehicle maintenance, facilities, and mobility divisions to operationalize a zero-emissions service.

In addition, regular maintenance and upgrades keep Metro's facilities in good repair and support efficient, safe, and reliable transit operations.

Metro incorporates cost-effective green building and sustainable development practices in all capital projects that it plans, designs, constructs, remodels, renovates, and operates.

As a Structural Supervisor, you will also:


Lead the development and expansion of their respective work group to support Metro's Long Game vision and the growing capital program.

Support employees to continue developing a skilled and effective team of professionals to meet current and emerging needs of the Capital Division.

Manage and mentor junior engineers, providing guidance and expertise in structural engineering principles.
Review and approve structural designs and calculations prepared by the team.

Model effective interpersonal, communication and leadership skills including listening, motivating, managing conflicts or crises with courage and composure, and dealing with difficult problems with flexibility and adaptability.

Promote teamwork, inclusion and a cooperative environmental while recognizing the value of diversity of opinion, culture, and perspective.
Develop and maintain successful relationships with internal and external customers, sections, divisions and departments. Act as an effective representative and advocate for the work group.
Effectively manage available resources. Identify resource gaps and propose solutions through additional staffing or consultant support. Develop, solicit, and evaluate consultant contracts as well as lead recruitments for additional resources.

Develop or support the development of Scopes of Work including Level of Effort Estimates, Deliverables List, Bid Evaluation Criteria, and other consultant and/or construction contracting requirements.

Plan and evaluate workloads and develop staffing plans for assigned projects
Establish and communicate performance expectations and effectively evaluate performance of assigned employees.
Lead continuous improvement efforts of governance and standard work products. This would include coordination of workflows that involve other groups within Metro Transit and others in the County.

Ensure readiness and compliance with King County policies and procedures as well as other applicable County Code, State and Federal regulations.

Provide technical and contractual support to legal staff on contracts, claims, and agreements.

Work with other supervisory staff in the identification and resolution of process, project management and contractual issues for all assigned projects.

Experience, Qualifications, Knowledge, Skills

Minimum QualificationsBachelor's degree in civil or structural engineering from a nationally accredited university, active Professional Engineer registration and Structural Engineer registration at time of hire and at least ten years' experience as a design structural engineer with demonstrated success working on multi-disciplinary engineering projects, OR an equivalent combination of education and experience, with the required registration, that provides evidence of full ability to perform the duties of the position.

(Candidates with Professional Engineer and Structural Engineer licenses in other states will be required to secure professional registration in the State of Washington within six months of employment.)

Additional requirements:
10-15 years of experience in structural engineering related to building and transportation structures.
Experience with Revit Structure.
Experience with SAP2000, STAAD, ADAPT PT, RISA 3D, or other structural design/analyses programs.
Proven supervisory experience, with the ability to lead and mentor a team.
Ability to assess and understand team strengths and weaknesses and adjust level of support/oversight as appropriate.
Strong coordination and team-building skills; demonstrated ability to work across disciplines, divisions, and teams.
Knowledge of sound engineering principles.
Demonstrated analytical capabilities.
Demonstrated ability to be innovative, creative and make independent decisions.
Demonstrated ability in directing/supervising production of construction contract documents.

Ability to establish and maintain excellent working relationships with others, work well in a team and work collaboratively with internal and external stakeholders.

Demonstrated ability to articulate engineering/design concepts in a team environment with internal and external stakeholders.
Ability to handle multiple tasks and prioritize a diverse workload to accomplish tasks on defined timelines.
Excellent written and oral communication skills.

Metro Transit is a mix of office and industrial environments; the engineer must be able to climb stairs, ladders, access roof and platform mounted equipment, and enter confined spaces.

Part of the work to be performed by this position involves on-street passenger facilities. Sites could include urban streets, busy intersections, and undeveloped sites in remote parts of King County.

Experience producing technical and budget documents for a non-technical audience; skills include planning, writing, reviewing, and editing for content and readability.

Working knowledge of software programs such as Windows, Excel, Word, AutoCAD, Outlook, PowerPoint, SharePoint, Bluebeam, Teams and Web browsers.
Desired Qualifications
Direct experience in performing economic life cycle cost analysis including cost estimating.
Working knowledge in Washington State Department of Transportation Standard Specifications.
Extensive knowledge in structural and geotechnical engineering principles.
General knowledge in traffic and transportation engineering principles.
Work experience designing multiple, high profile, complex projects simultaneously.
Knowledge of land use codes associated with parking standards of local jurisdictions.
Experience with AutoCAD, Civil3D, and GIS and/or Revit (BIM) design software products.
Experience in working with multi-disciplinary engineering teams.
Special RequirementsA valid WA state Driver's License is required.

Out-of-state candidates must have their Washington Driver's License by date of hire OR the ability to travel to other King County locations in a timeline manner.
