Duties

Actively participates in management of fiscal resources (budget execution) for the entire Bureau of Prisons (BOP).

Reviews and analyzes distributed resources to identify areas requiring management's attention with regard to significant increases in spending trends (projected shortfalls) or under-utilized resources (surpluses).

Identify problem areas (budget activities) based on these reviews, conduct research to identify the causes and recommend solutions related to the processing of necessary funding adjustments. These reviews are conducted regularly for the purpose of identifying resources which can be realigned to meet new or changing program goals (unfunded BOP requirements).

Assists the Chief, Budget Execution, in developing plans and policy for the overall management of BOP resources.

Assists in and monitors the implementation of approved policy changes and ensures that the Bureau's budget execution policies, procedures, and practices are in accordance with federal government budgeting standards, Government Accounting Office, Department of Justice, and Office of Management and Budget directives, as well as Treasury requirements.

    Qualifications

    To be considered for the position, you must meet the following qualification requirements:

    Education:

    There is no substitution of education for specialized experience at this level.

    Experience:

    You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

    Some examples of this qualifying experience are:
    • Experience applying extensive knowledge of budget concepts including those in other financial disciplines in a federal government setting.
    • Experience in advanced management and organizational principles and practices along with a comprehensive knowledge of the Department of Justice, the Bureau of Prisons' and interagency planning, programming, and budgeting regulations, guidelines and processes.
    • Experience in providing direction on budget execution operations, including the related aspects of annual budget requirements, annual obligations and operating costs, special projects, and other budget information.
    • Experience in performing complex/detailed analysis to resolve financial issues and/or made recommendations that had a major impact on the agency/organization.
      If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

      The representative rate for this position is $153,336 per annum ($73.47 per hour).

      Special Conditions of Employment Section:

      Initial appointment to a supervisory/managerial position requires a one-year probationary period.

      The incumbent is subject to geographic relocation to meet the needs of the agency.

      Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

      Current Federal Law Enforcement Employees:

      A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

      If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment.

      Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
