Duties
  • Performs full range of supervisory responsibilities to include the planning of work to be accomplished by subordinates, developing performance standards, and implementing measures to increase the quality of work produced.
  • Ensure OSDBU's communication strategies are in alignment with the Department's public affairs/ media relation protocols.
  • Speaks at numerous events concerning the Department's small business and veteran entrepreneurial programs, articulating VA's vision for small business and veteran entrepreneurship.
  • Proactively coordinates with OSDBU leadership to ensure awareness and continuity of organizational communications.
  • Provides guidance and direction on correspondence, publicly releasable information and responses.
  • Oversee the development of critical training, and education programs, which have a major impact on the VOSB and SB community and structure.
  • Develops a regional outreach strategy to identify prospective customers with emphasis on Veteran Owned Small Business (VOSB) and Service- Disabled Veeran Owned Small Business (SDVOSB) throughout the country.
  • Disseminates information and reports to Federal agencies and contractors as needed.
  • Responds to Congressional and White House referrals and inquiries pertaining to the Department's small business and veteran entrepreneurial programs on behalf of the Department's senior leadership.
  • Serves as OSDBU's SME regarding outreach, communications, education and training and social media components.
  • Briefs OSDBU leadership on critical VOSB issues, changes within the media and Congressional community.
  • Proactively coordinates with OSDBU leadership to ensure awareness and continuity of organizational communications.
  • Provides guidance and direction on correspondence, publicly releasable information, and responses.
  • Analyzes forecasted requirements from all Federal agencies. Monitors industry publications to identify new business practices, trends, and innovations and alert government officials of new opportunities for businesses.
  • Reviews the cost-benefits analysis and provides final recommendations to Senior Executives as to what conference/events represent the most effective outreach in terms of cost and expected return on investment.
  • Establishes baseline performance and challenge goals to promote enhanced opportunities for veterans and service- disabled veterans.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      The Office of Personnel Management's group coverage qualification standards associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here .

      To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Speaking at events concerning the Department' s small business and veteran entrepreneurial programs; (2) Managing responses to Congressional inquiries pertaining to small business and veteran entrepreneurial programs; (3) Developing promotional materials to enhance utilization of small business owners; (4) Responsible for ensuring the accuracy of social media and websites including, but not limited too, Linkedin, Twitter, Facebook, Internet and intranet websites and media library.

      Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS15 position you must have served 52 weeks at the GS14 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).
