Marketing Statement:

WMATA's Department of Transportation is seeking an Executive Assistant to directly support the Chief Transportation Officer. The ideal candidate works well with others, has strong organizational and analytical skills, ability to develop systems to foster cohesiveness within a large team, demonstrates exemplary written and oral communication skills, and thrives in a fast-paced work environment. The Executive Assistant will be responsible for effective stakeholder communications including strategic intra and cross-departmental meeting coordination, consolidating complex information from multiple sources, and serving as project manager for high profile priority projects. This is a unique opportunity to serve the public by supporting the leaders of a multifaceted team that collaborates daily to provide safe, reliable bus and rail transportation.

M I NI M UM QUALIFICATIONS AND EXPERIENCE :

Graduation from an accredited college or university with a Bachelor's Degree in Business Management, Public Administration, Transportation, or a related field. A minimum of seven (7) years of senior level program management experience in a transit organization or progressively responsible experience in a highly visible organization providing major services or products to the public. Demonstrated experience in the conduct and understanding of complex analyses and studies and in employing sound public management techniques and practices. Demonstrated experience in policy and management analysis and producing reports, documents, and studies for senior level management. Demonstrated experience in preparing and monitoring a multi-department budget. Experience in working directly with senior level managers and other officials. Superior analytical and written communication skills. Experience in effectively operating spreadsheets, word processing, presentations, and other standard computer software applications.

Or, an equivalent combination of post high school education in Business Management, Public Administration, Transportation, or a related field. A minimum of nine (9) years of senior level program management experience in a transit organization or progressively responsible experience in a highly visible organization providing major services or products to the public. Demonstrated experience in the conduct and understanding of complex analyses and studies and in employing sound public management techniques and practices. Demonstrated experience in policy and management analysis and producing reports, documents, and studies for senior level management. Demonstrated experience in preparing and monitoring a multi-department budget. Experience in working directly with senior level managers and other officials. Superior analytical and written communication skills. Experience in effectively operating spreadsheets, word processing, presentations, and other standard computer software applications.

POSITION SUMMARY :
This is senior level managerial, professional and administrative program and analysis work involving the development, implementation and evaluation of organizational policy, programs and objectives of the Department of Bus Service (BUSV) that requires executive-level communications skills. Employee in this job is responsible for developing, analyzing, monitoring and coordinating new and/or improved management systems, procedures and methods as determined by the AGM for Bus Service (AGM-BUSV), and for ensuring that senior staff efforts are well executed and coordinated within BUSV offices, and between BUSV and other departments and offices. Employee ensures compliance of BUSV reporting requirements established by the General Manager and the Board of Directors, and, when required, supervises committee task force groups related to BUSV activities. Employee is also responsible for effectively and efficiently performing a variety of administrative and research projects requiring the assistance, coordination and cooperation of the offices that comprise BUSV; the results provide the AGM with refined and critical information to enable effective departmental overview. Employee has extensive latitude for independent judgment and action within general guidelines provided by the AGM-BUSV, and will be required to modify and develop procedures to meet new or unusual work situations. The employee manages and supervises personnel assigned to the AGM's office who provide functions in support of both Transportation and Maintenance. The Executive Assistant's performance will be measured based on the effective performance of duties and the timeliness and quality of work products. Employee works in terms of meeting overall objectives and proceeds independently on performing recurring assignments and special projects. Employee is supervised through conferences and observation of effectiveness.
DUTIES: Conceives, plans, develops, implements, coordinates, and evaluates the activities, programs, policies, and procedures within the AGM-BUSV's staff operation. Establishes, analyzes, monitors and evaluates BUSV programs, goals, and objectives.
Serves as a project manager, coordinating and directing others to resolve problems and to meet BUSV objectives, e.g., assists with the development and monitoring of departmental budgets and management programs, determining information requirements from BUSV offices.

Supervises subordinate staff to include recommending applicant selection, imposing disciplinary actions and resolving grievances, assigning duties, directing work, approving leave requests and time sheets and ensuring appropriate subordinate training is provided.

Establishes clear goals and performance standards for subordinates against which they will be measured and conducts performance evaluations of subordinates based on these standards. Ensures that employees play an active role in the process. Regularly coaches and/or counsels employees to ensure desired performance. Uses assignments and training to enhance employee skills and career development.

Participates on various committees and task force groups related to BUSV activities, establishing and maintaining effective working relationships with individuals and organizations with whom interface and cooperation are required.

Directs investigations, special studies and analyses, and responses to inquiries from Federal, state, regional, and local government officials, the Board of Directors and the general public within the general guidelines provided by the AGM-BUSV. Conducts analyses and prepares position reports affecting various aspects of the BUSV program and its interface with other organizations on matters relating to the communication and planning requirements of the transit operation.

Prepares and presents reports and recommendations within areas of assigned responsibility. Attends meetings, hearings, high-level planning sessions, and other activities essential to the execution of functional responsibilities of BUSV.

Reviews information (reports, articles, inquiries, etc.) coming into the AGM's office, and summarizes or highlights those items considered to be of interest to the AGM, investigates matters that appear to be extraordinary to apprize the AGM of their full implication.

Conducts independent studies and investigations on organizational issues when directed by the AGM. Monitors the employee recognition program for the BUSV.

Coordinates and monitors confidential and other sensitive departmental administrative actions i.e., personnel actions, grievances, auditor general investigations, labor relations requests, and makes appropriate recommendations.

Participates on various committees and task force groups related to BUSV activities, establishing and maintaining effective working relationships with individuals and organizations with whom interface and cooperation is required. Assist the AGM in the preparation for, and conduct of meetings and conferences.

Assists the AGM-BUSV in the evaluation, implementation and administration within BUSV of the Authority's personnel policies and procedures and collective bargaining agreements, recommending laudatory or disciplinary personnel actions as necessary.

Performs other related management duties as required.
