Duties

Serves as a Generalist in the Substance Abuse Program Section, Behavioral Programs, Marine and Family Programs Division, Manpower and Reserve Affairs Department, Headquarters Marine Corps. Incumbent works in collaboration with Substance Abuse Program (SAP) clinical and prevention subsections to provide technical management knowledge in support of substance abuse clinical and prevention matters throughout the Marine Corps SAP. Incumbent assists in the development of long-range program plans, objectives, and policies. Incumbent assists in the vertical and horizontal integration of policies and products to produce effective and efficient services.

CLINICAL : Assists with reviews and analyses of installation clinical services within the SAP, and provides recommendations concerning the service processes. Ensures that services are implemented efficiently and effectively and in accordance with policy in order to return Marines and their families to optimal functioning. Assists with periodic onsite program reviews and analysis briefings to compare progress with objectives and established timelines/milestones. Identifies challenging areas and assists in determining required corrective action to bring compliance and conformity in meeting standards/thresholds and timelines/schedules.

PREVENTION : Assists with oversight and development of various substance abuse prevention training programs to include developing in depth understanding of unit level operations; providing and developing critical assessment and training evaluation processes and procedures, developing and conducting various training curricula that provides specific and measurable learning objectives.

Coordinates and collaborates with Behavioral Programs staff in support of assigned tasks. Provides substance misuse prevention program support to Substance Abuse Counseling Centers Prevention staff to facilitate initiatives, data collection, and reporting. Develops, coordinates, reviews, and submits substance misuse prevention plans and policy recommendations. Reviews, modifies, develops, and implements substance misuse prevention and intervention educational training programs ensuring training and support capabilities are timely, relevant to commanders' needs, flexible, sustainable in execution, and thoroughly coordinated with Headquarters and field personnel.

Assists with development of annual budget for program; makes recommendations and assists with monitoring budgets for assigned program areas. May have opportunity to attend conferences and meetings. Prepares after action or trip reports for leadership summarizing the gains made from the conference or meeting that will advance the SAP. Prepares supporting documentation, correspondence briefs, action documents, routing sheets, information papers, and slides for presentations and proposals for use by management officials as assigned.

Collaborates on public relations campaigns for substance abuse prevention and clinical services efforts to include submitting written articles for publication, making personal contacts, and developing a plan of action with the public affairs officers, program managers, and other concerned agencies.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel (inside and outside of the Continental U.S.) to complete work assignments and conduct or attend conferences and meetings.

    EVALUATIONS:

    Qualifications

    Master's Degree in Counseling, Counseling Psychology, Social Work, or Marriage and Family Therapy, with 2 years¿ post graduate experience in the Substance Abuse Treatment field. Must be licensed at the independent practice level as a Licensed Psychologist, Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Licensed Professional Counselor. Must be certified as an Alcohol and Drug Counselor meeting the standards set by the International Certification & Reciprocity Consortium (IC&RC) or approved state equivalent Substance Use Disorder certification. If granted a certification waiver upon hire, must be able to obtain certification within two (2) years of hire date.

    Experience that demonstrates knowledge of the principle and practices in the field of substance abuse use and its impact on the social fabric of families, military organization and communities. Awareness of how the substance use disorders and other mental health disorders determine delivery of non-medical clinical counseling across the Marine Corps. Ability to provide technical assistance to professionals in the field.

    Ability to act as a responsible point of contact to ensure development of the substance abuse prevention program to include: thorough understanding of operations and ability to guide field staff in operations; critical assessment and training evaluation processes and procedures; and development and implementation of training curricula that provides specific and measurable learning objectives.

    Must work collaboratively with SAP section, as well across other sections of Behavioral Programs Branch and Marine and Family Programs Division to ensure effective, inclusive, and consistent programming, messaging, and policy development.

    Proficiency in Microsoft Office applications including Power Point, Outlook, Excel, and Word.

    Telework: Eligible for incremental telework as determined by MF policy.
