Marion County Adult Behavioral Health is seeking an experienced behavioral health RN to provide direct nursing care to adults diagnosed with serious mental illnesses, some of whom have co-occurring substance use disorders. Duties include completing nursing assessments, taking vitals, administering injections, providing support to our team of psychiatrists and psychiatric nurse practitioners, and coordinating care and medications for individuals in service. Other duties include overseeing Behavioral Health Nurses 1 and assigning daily duties to other staff. You will be working directly under the Nurse Program Manager, and overseeing daily operations of the outpatient clinic, working closely with the medical team.

The ideal candidate will be compassionate, detail-oriented, reliable, and enjoy working with a team. Workdays will vary depending on program needs but will fall Monday- Friday 8-5.

GENERAL STATEMENT OF DUTIES
Responsible for coordination of nursing services for identified Behavioral Health programs; serves as liaison and coordinator for the nursing staff consisting of RN's and LPN's; provides lead direction for Nursing Services, including coordination of the work assignments, quality assurance and problem solving.

SUPERVISION RECEIVED
Works under the general supervision of the Nurse Program Manager, who assigns duties, establishes goals and reviews results.

SUPERVISION EXERCISED
Provides lead direction and coordinates activities of nursing positions.

Typical Duties - Duties include, but are not limited to the following
  • The incumbent in this position upholds confidentiality rules/regulations including HIPAA. This position is considered essential and the incumbent performs all nursing duties onsite and in-person during state of emergencies; Marion County provides PPE during public health emergencies. The incumbent performs all of the following within scope of practice and using a person-centered, strengths-based, recovery-oriented, trauma-informed, culturally-sensitive, and ethically-guided approach:
  • Provides direct nursing care including the following: nursing assessments, taking vitals and weighing patients, administering injections. Provides emotional support, compassion, and de-escalation (when necessary) to patients/guardians/relatives; escorts persons served to psychiatric offices, injection spaces, and restrooms.
  • Triages and processes incoming requests for psychiatric medication interventions; provides case management.
  • Prepares, organizes, and manages information/data/records pertinent to psychiatric prescribing and nursing services (psychiatric medication intervention records, injection no-show lists, incident reports, etc.). Prepares schedules to ensure adequate prescriber/RN coverage; takes lead on coordinating case transfers; monitors caseload and patient flow and recommends changes when necessary. For psychiatric team meetings prepares and keeps records related to meeting business (such as the Morbidity and Mortality review records).
  • Prepares training materials relevant to the following areas: Nursing services; understanding and recognizing mental illness and symptomatology; psychotropic medications, medication management, dispensing, drug interactions, and side effects; medication documentation (including MAR documentation); incident reporting, etc. Provides in-person and technology-based training to nursing, non-nursing, persons served, guardians, and staff in the following settings: clinic and licensed adult foster homes and licensed residential facilities.
  • Provides training to newly hired nurses; provides guidance and consultation to nurses on complex cases; provides input to the manager/supervisor concerning performance strengths and areas of improvement among nursing staff.
  • Prepares and writes service records that are clear, legible, accurate, and professional in nature and in accordance with federal regulations, state statutes and rules, and agency policies.
  • Identifies problems associated with quality of behavioral health services, investigates causes of quality gaps, and develops solutions to timely correct issues; prepares written workflows and recommends improved workflows; monitors implementation activities related to quality improvement.
  • Liaises between prescribers, counselors, pharmacies, residential facilities, guardians/relatives, and others involved in the patient's care; liaises with hospitals, clinics, laboratories, and primary care providers.
  • Monitors medical equipment inventory and ensures that inventory records are accurate and complete. Identifies medical and nursing needs of patients and reports these to the agency's Nurse program manager. Assists in coordinating referrals to community providers.
  • Other job duties as assigned by your supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING Associate degree in nursing; AND Four years of behavioral health nursing experience; OR Bachelor's degree in a related field (e.g., nursing, health education, psychology or social work), and two years behavioral health nursing experience; OR Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County. SPECIAL REQUIREMENTS
  • Possess a current license to practice as a registered professional nurse in the state of Oregon at the time of appointment.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.
