POSITION DUTIES


As Director of NGS, the incumbent is responsible for providing the managerial, scientific, and technical leadership required to maintain the standards of excellence required of NGS programs and activities.


The following is a list of primary responsibilities:

  • Provides scientific and technical leadership in the management, development and execution of major programs in geodesy, photogrammetry, and related sciences for the nation in such areas as geodetic and cartographic datum definitions, polar motion, Earth rotation and other interdependent land measurement systems, including research and development.
  • Manages the delivery and evolution of the National Spatial Reference System (NSRS), the nation's foundation of reference for latitude, longitude, height, velocity, shoreline, gravity throughout the United States; ensures NSRS consistency, accuracy, timeliness, currency, and easy access to support public safety, economic prosperity, and environmental well-being. The NSRS includes a hierarchy of monumented points, a network of Global Positioning System (GPS) Continuously Operating Reference Stations, and the associated data sets that define the geodetic datums, high-resolution geoid models, precise satellite orbits, and the national shoreline.
  • Devises and assesses special geodetic and photogrammetric procedures proposed or developed to meet unusual situations imposed on federal agencies to meet national priorities.
  • Advises the Assistant Administrator (AA), NOS on acquisition, utilization and integration of resources (including private sector contracting) to meet present and future NGS needs.
  • Conducts review and analysis of the accomplishments and effectiveness of NGS programs, objectives and proposals.
  • Furnishes authoritative advice to NGS managers and scientists on unusual and complex geodetic scientific problems.
  • Oversees provision of technology transfer services to other Federal, state, and local government agencies, the private sector and other nations through the state advisor program, cooperative survey programs, special training activities and other technical assistance.
  • Advises the AA, NOS and other NOAA management officials on major program and policy development matters and interrelationships.
  • Directs the provision of geodetic control for and maps selected airports, and provides additional specialized products to the Federal Aviation Administration (FAA) and the airline industry.
  • Represents NOS/NOAA and serves as technical expert on interagency, national and international committees as well as liaison with industry, research institutions, and various professional societies regarding the direction and integration of geodetic science. For example, represents NOAA on the Federal Geodetic Control Subcommittee (FGCS) of the Federal Geographic Data Committee (FGDC), exercising government-wide leadership in the development and improvement of geodetic surveying specifications, methods, instrumentation, and data transfers. A Top Secret, Sensitive Compartmented Information security clearance is required in order to participate in some of the above-mentioned activities.

  • As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
Key Requirements:
1. Incumbent may be subject to geographic mobility.
2. Ability to obtain and maintain a Top Secret Sensitive Compartmented Information clearance.
3. Newly appointed SES members must serve a 1 year probationary period.
4. Position is subject to pre-employment background investigation.
5. Public Financial Disclosure (OGE-278 filing within 30 days is required).
6. Position is subject to random drug testing.

Qualifications


To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement.

These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization.

An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

SES Executive Core Qualifications (ECQs):

ECQ 1 -Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.

Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.


ECQ 2 -Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals.

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 -Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations.

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 -Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.


ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.


NOTE:
Responses to ECQs must not exceed 10 pages typed in 12-point font.

Professional/Technical Core Qualifications (PTQs):


PTQ - Knowledge of, and extensive practical experience in, the theory and application of state-of-the-art advances in geodetic science and an understanding of the relationship to closely related disciplines such as remote sensing, cartography, oceanography, and astronomy.


PTQ - Demonstrated experience in geodetic, engineering, and/or physical sciences gained through formal practice, investigation or research and applied to complex spatial geodetic problems, improvements to education and training programs, development of new procedures, and/or the implementation of new technology.

Education

A

Degree:

geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics.

The course work must have included differential and integral calculus.

B. Combination of education and experience course work as shown in A above, plus appropriate experience or additional education.

Additional information

Background Investigation:

This position is designated as Top Secret Sensitive Compartmented Information and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.


Public Financial Disclosure:
This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees.

The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.


Qualifications Approval and Probationary Period:

Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.


Mobility:
Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
