PRIMARY FUNCTIONS:

The Benefits Specialist – Attendance will implement the various contractual stipulations of employee's time, inclusive but not limited to, creating accrual balances, developing calendars according to schedules, tracking, reporting and maintenance of employee's usage of time, identification and correction of errors in time, and providing training of absence and time management systems. The Benefits Specialist – Attendance will ensure system integrity in attendance management. In addition, the Benefits Specialist – Attendance will support leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), and state and local leave laws.

TYPICAL DUTIES AND RESPONSIBILITIES:

· Responsible for administering and maintaining the Hartford Public Schools attendance infrastructure, including tracking, reporting, monitoring and maintaining attendance systems.

· Responsible for processing of time and attendance information for new hires and for any employees changing assignment; ensure that employee group accrual changes are accurately made when necessary.

· Work with Payroll to determine final payout/severance for eligible resignations and retirements.

· Responsible for ensuring the proper access of timekeepers and managers to capture daily attendance and hold staff accountable for absences.

· Audit entries made by department/school sites for timeliness, accuracy, consistency, and reasonableness.

· Support understanding of how to generate reports of time usage and balances for school leaders and department administrators; work closely with staffing, labor and performance management functions to support supervision through attendance accountability.

· Take initiative for creating accountability related to attendance throughout the system.

· Provide analysis of attendance trends for supervisors.

· Supports the contract negotiation team and make recommendations in regards to attendance administration.

· Monitor accruals, usage of time, notify appropriately overages, unpaid time taken and support prevention of abuse in time.

· Perform yearly roll-up activities and communications to support staff access to balance inquiries.

· Provide training to timekeepers for processing entries and corrections, creating and generating reports, and management of attendance.

· Troubleshoot system concerns and report to data and information management team.

· Provide support in leave administration process from the employee's initial request through their return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use. Supports accommodation requests under the ADA.

· Perform other duties that are assigned by the Superintendent or the Office of Labor and Legal administration.

SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:

· Bachelor's Degree or equivalent work experience, to include two (2) years of experience in areas of staff attendance, benefits, contractual negotiations and other related employee benefit administration.

· Excellent organizational and analytical skills, attention to detail, accuracy, timeliness, follow through and ability to handle stressful situations.

· Ability to establish and maintain effective working relationships, internally and externally.

· Maintain a high level of confidentiality.

· Excellent written and verbal communication and interpersonal skills.

· Excellent analytical and problem-solving skills.

· Excellent organizational skills and attention to detail.

· Knowledge of the leave requirements and other legal protections afforded by the FMLA, ADA, and other applicable laws.

· Understanding of FMLA and Leave tracking software.

· Thorough knowledge of MUNIS and attendance systems preferred.

· Must be able to periodically work an extended and/or flexible schedule to meet the needs of the department.

· Ability to work with minimal supervision.

12-month work year. Starting salary at $65,000
