The Maryland Department of Agriculture is a department under Maryland's Executive Branch.� Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation. As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow.\r

�The Office of Resource Conservation ​provides the state's 23 soil conservation districts with operating funds and staffing support to deliver local soil conservation and water quality programs. Farmers rely on the technical expertise of engineering technicians and field specialists working in district offices to help design and install best management practices on their farms to protect natural resources and comply with environmental laws.��\r

Occasional trips to headquarters in Annapolis for training, meetings and other purposes determined by the program may also be required.\r

Main Purpose of Job

This is managerial and supervisory work assisting in the development and implementation of local and state resource conservation district programs. Employee in this classification serves as the department's representative with five soil conservation districts within the Central MD region of the state, assisting in development of local district programs to achieve state resource conservation goals. The counties within the Central Region are:�Montgomery, Howard, Baltimore, Harford, and Cecil.\r

POSITION DUTIES

Duties include but are not limited to:\r

Supervises and coordinates the work of state employees who are located in various soil conservation district offices and are composed of district managers, planners, engineering technicians, technicians, secretaries and subordinate staff of local soil conservation districts.�\r
Serves as resource person to district boards and staff of the local soil conservation districts in finances, personnel and communications needs.�\r
Guides and assists boards of the local soil conservation districts in planning and implementing statewide programs at the local level, including public information, outreach, technical assistance and promotion of conservation programs.�\r
Meets with soil conservation district Boards of Supervisors and staff within the assigned region to communicate information relating to state programs, policy or practices, identify or resolve issues and to further cooperative efforts relating to the Maryland Department of Agriculture or district programs, policies and programs.�\r
Plans, develops and coordinates training programs for subordinate staff and staff employed by the boards of the local soil conservation districts.�\r
Participates in development of memoranda of understanding between the Office of Resource Conservation, local soil conservation districts, federal agencies and local government jurisdictions.�\r
Represents the Maryland Department of Agriculture at meetings, tours, hearings and conferences with officials and representatives of local soil conservation districts; U.S. Department of Agriculture; federal, state, county and municipal agencies; the agricultural community; conservation interest groups; and the general public in order to promote and coordinate efforts in resource conservation, water quality protection and related resource enhancement programs.�\r
Evaluates district/federal and Office of Resource Conservation program needs, makes recommendations, develops proposals to meet needs, and assists in securing resources.\r
Evaluates local program delivery implementation and assists in enhancement of local programs.�\r
Visits farms and sites where conservation practices are applied or installed, in performing reviews or appraisals.\r
Investigates and provides remedial recommendations related to the prevention of soil or animal pollution from entering waters.\r

MINIMUM QUALIFICATIONS

Experience:�Seven years of supervisory or administration experience in soil�conservation, water quality protection or related agricultural or natural resource program.\r
Notes:\r
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of supervisory or administration experience in soil conservation, water quality protection or related agricultural or natural resource program for the required experience.\r
2. Candidates may substitute U.S. Armed Forces military�service experience at a rank of Corporal/Petty Officer or�higher as a commissioned officer in soil conservation classifications or soil conservation specialty codes in the soil�conservation field of work on a year-for-year basis for the�required experience.��\r

Experience in Communication for presentations, outreach, and promotion of conservation programs in the Agricultural or Natural Resources Field.��\r

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
