Summary Serves as Project Manager for a FAA Logistics Center product group.

Duties include; the management of Technical Operations support programs, supply chain programs and special projects which may include elements for program/project status reporting modules, budget/business planning, strategic planning, tactical delivery and reporting to monitor and ensure the health and success of projects/programs.

This position provides project management leadership for complex and long-term activities.

Responsibilities Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional.

Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Responsible for the development, preparation and maintenance of project deliverables utilizing project management or program management competencies.

Assists in defining project scope, requirements and deliverables; plans project activity, tasks, milestones, reviews financial expenditures, analytical ability, judgment, discretion and knowledge of a substantial body of administrative or program principles, concepts, policies and objectives.

Coordinates resources and helps determine performance or success measures.

Communicates regularly with managers and program managers to ensure resources are utilized in the most effective and efficient manner to meet operational goals and the business plan.

Serves as liaison between technical specialists, program analysts and management, presenting issues in clear and well-understood terms.

Provides continuous monitoring and communications regarding projects status with regards to delivery to schedule, performance, and financial requirements of written agreements.

Responsible for accurate milestone and financial tracking for assigned projects.

Applies experience and comprehensive project management knowledge and principles to all aspects of the assigned projects, as well as functional policies and procedures and a detailed quantitative and qualitative understanding of the customer's required outcome.

Contacts include group and team managers, program managers, team leads and program analysts. Assignments require knowledge and experience working within the group as well as across functional and/or organizational lines.

Typical deliverables include program/ project reviews for internal and customer use, program/project status updates, project charters, project management plans, communication plans, risk management plans and quality plans.

Coordinates the various elements of projects including overall coordination of project plan development, project plan execution and change control. Coordination is with customer program managers and comptrollers, group and team managers, team leads, technical staff and program analysts. May serve as Contracting Officer Representative (COR) for executing contracts within FAR or AMS and Service Agreement. Provides guidance and direction toward completion of contract deliverables.

May be involved with creating, reviewing and coordinating acquisition documentation in support of purchasing and developing contracts to support parts purchases to support various programs and projects for the division.

Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. Requires interpretations of internal and external policies and extrapolations from precedents.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches.

Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.

Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Requirements Conditions of Employment We are not accepting applications from noncitizens.

Qualifications TO QUALIFY AT THE I (GS/FG-13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (GS/FG-12) level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes providing program/project management leadership for complex and long-term activities; providing continuous monitoring and communications regarding programs and projects status with regards to delivery to schedule, performance, and financial requirements of written agreements utilizing Project Management (e.g. CAPM, PMP, PgMP, PMI-SP, PMI-RMP) or project/program management competencies secured through other organizations and/or agencies (i.e., FAA P/PM, DAWIA).
