JOB SUMMARY AND PURPOSE OF THE JOB:

The District Manager is responsible for providing overall district management services, support, and oversight to their assigned special districts, in accordance with Chapter 190 of the Florida Statutes. This highly responsible position engages a team to provide administrative and management of activities related to the planning, budgeting, implementation, and ongoing client servicing and resolution of their assigned districts. This position reports directly to a GMS Vice President or Senior leader. 


PRIMARY RESPONSIBILITIES AND DUTIES include but are not limited to the following: 

¨  Attend, record and conduct all Board of Supervisors meetings and workshops including landowners' meetings 

¨ Review and propose the annual operating, debt service, and capital improvement budgets for adoption. Facilitate budget workshops, regular meetings, special meetings, and public hearings. 

¨ Ensure districts follow administrative and financial reporting requirements for Community Development Districts 

¨ Correspond and communicate with Board of Supervisors and staff to respond to various needs of the District and Community 

¨ Review and approve agendas for circulation to the Board of Supervisors 

¨ Review and present monthly financials, annual budget, annual audit, and managers reports to our clients 

¨ Review annual insurance policy to ensure districts maintain proper insurance coverage 

¨ Work with the accounting teams to ensure that bills are paid in accordance with contracts 

¨ Coordinate with District Counsel as needed 

¨ Identify and negotiate vendor agreements for the districts using sound, cost-effective, and efficient techniques 

¨ Provide oversight and direction to field operations and coordinate repairs for any common areas maintained by the districts, as outlined in agreements 

¨ Follow the assigned district policies, including safety policies, and comply with all local, State, and Federal regulations at all times 

¨ Responds to resident requests and/or complaints

WORK ENVIRONMENT:

This job operates in a clerical, office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Meetings generally last 3+ hours and may be in the evenings. District Managers must be flexible to meet the meeting requirements of our clients; GMS offers flexible work hours. 


PHYSICAL DEMANDS:

This is a largely sedentary role; however, some filing may be required, which would require the ability to lift boxes, files, open filing cabinets, and bend or stand on a stool as necessary. Some overnight travel requirements and long driving is expected when attending District meetings. This position requires the ability to independently travel to client locations. 


TRAVEL AND AVAILABILITY REQUIREMENTS:

Up to 50% travel is expected with this position using a personal vehicle. The GMS mileage reimbursement policy aligns with IRS Standards. Maintains a Valid Driver’s License. A vehicle allowance or company vehicle may be provided in lieu of mileage reimbursement. 


EDUCATION AND EXPERIENCE QUALIFICATIONS:

¨ Minimum Bachelor’s Degree with preference of Master’s degree or in process of obtaining advanced degree in Public Administration and/or Business Administration

¨ Proficient with Microsoft Office products, specifically Email, Word, Excel, and PowerPoint
