About the Position

Strategic Capacity Group (SCG) is seeking a Senior Program Officer to serve as Deputy Program Manager for SCG’s International Law Enforcement Academy (ILEA) global logistics program. Reporting to the Program Manager, the Deputy Program Manager will play a key role in planning, coordinating, and executing travel logistics for delegations traveling from around the world to six ILEA academies located in Roswell, New Mexico; Accra, Ghana; San Salvador, El Salvador; Gaborone, Botswana; Budapest, Hungary; and Bangkok, Thailand.

The Deputy Program Manager will ensure the efficient and successful delivery of all project activities, including accurate and timely reporting in accordance with grant and donor requirements, as well as capturing the project's outputs, outcomes, and impacts through SCG’s monitoring and evaluation efforts. In addition, this role includes managing relationships with donors and ILEA academies, overseeing project staff both in the United States and internationally, and supervising 24/7 capabilities to address travel disruptions and emergencies, ensuring seamless travel experiences for all delegations. Key responsibilities include providing effective customer service, efficiently managing resources, ensuring the smooth implementation of project activities, and proactively addressing issues to prevent disruptions.


Required Qualifications, Skills, and Experience

The ideal candidate will have at least seven years of experience in managing or independently leading projects or overseeing core operations, ideally in an international setting. This experience should include strong project management skills, preferably involving complex logistics for multiple events or coordinating international travel for delegations. The candidate should also have experience engaging with U.S. government agencies, international donors, or embassies, with a focus on managing multiple stakeholders.

The candidate will have relevant experience in project planning and implementation, budgeting and forecasting, resource management and recruitment, scheduling, reporting, and cross-team integration, as well as experience in monitoring and evaluation. Familiarity with federal travel regulations is essential, and knowledge of federal grant guidelines (2 CFR 200) is preferred. Prior experience coordinating with the Department of State and embassy personnel will be highly valued. A background in law enforcement and training, including experience designing, coordinating, and delivering training programs, is also strongly preferred.

While a master’s degree and PMP certification are preferred, significant relevant professional experience will be strongly considered alongside these qualifications. Candidates should be willing to travel domestically and internationally.
