Works in tandem to develop a strategic plan for the employment process, including interviews, selection, testing of skills/competencies, screening of applicants, conducting internal/external job fairs, etc. Will assist to monitor and ensure the development and reporting of information on the selection process is up to-date and accurate. Performs cost-benefit analysis to ensure that recruitment activities, selection and promotion activities, and advertising activities are providing the best possible results within financial and organizational objectives. Communicates employment and recruitment activities to local welfare and other social organizations, as well as community and political leaders, to promote a community-based workforce. Ensures that all selection process activities occur after receiving the Personnel Requisition form. Ensures positions are budgeted and accurately promoted on the GCRTA website for publication. Approve all positions (e.g., develop appropriate recruitment strategy; determine when job announcement will be posted and define the employment selection process and recruitment timelines. Ensures timely and accurate screening of resumes. Participates in interview panels as requested and carries a book of business for senior-level job postings. Maintains employment, selection, testing and personnel records. Compiles, analyzes and presents statistical reports on applicant flow, recruitment outreach efforts, interviews, employment transactions, retention, promotions and related employment activities.


The ideal candidate will work in partnership with the Manager of Talent Acquisition to streamline internal and external recruitment processes, ensuring alignment with organizational goals and fostering a positive candidate experience. This role will encompass a range of responsibilities and duties aimed at optimizing recruitment operations and attracting top talent to the Greater Cleveland RTA.


Collaborates closely with the Operations Division to gain insights into talent needs and provide strategic recruitment support. Create, drive, and document continuous improvement of recruitment processes and workflows, ensuring efficiency, consistency, and compliance throughout the hiring process.


Provides tactical support to recruiters, candidates, and hiring managers. Foster a team player mentality by actively participating in cross-functional initiatives and collaborating with workforce partners to achieve shared goals.


Collaborates with the HRIS, Occupational Health, Training & Employee Development (Talent Management), Labor & Employee Relations, and Benefits and Compensation teams to create and enhance compelling processes and benefits to recruit and attract top talent.


Collects, manages, analyzes, and communicates recruitment data and trends for strategic decision-making. Utilizes data-driven insights to enhance recruitment strategies and drive continuous improvement.


Improves the candidate’s experience throughout the entire recruitment process by gathering feedback, implementing improvements, and ensuring a positive experience with the Greater Cleveland RTA.


Minimum Requirements:

Applicants must have a bachelor’s degree in business administration, human resource management, or a related field. Applicants must have at least six (6) years of progressive experience in human resources or operations management with an emphasis on talent acquisition and overall talent management initiatives while performing functions such as analyzing problems, evaluating alternatives to improve efficiency, crisis resolution, handling labor/management issues, managing relationships across multiple departments, supervising and developing staff, dealing with employee problems, and group interaction. The successful candidate will have worked in both union and/non-union environments, be able to adapt quickly to a constantly changing, fast-paced workplace, and demonstrate the ability to facilitate discussions and communicate on controversial issues. Applicants must have strong project management skills. Applicants have experience with Human Resource Information System (HRIS) packages. Oracle HRMS is preferred.


Applicant must be proficient with MS Office (Word, Excel, PowerPoint), and have excellent oral and written communications skills, and analytical abilities.

Applicants with a high school diploma with at least ten (10) years of human resources/human resources-operations work experience will be considered in lieu of a bachelor’s degree.

Applicants with an associate degree with at least eight (8) years of human resources-operations work experience will be considered in lieu of a bachelor’s degree.
