BGSF has partnered with a stable oil and gas company in West Houston and they are seeking a Senior Payroll Specialist to join their team. This job will be responsible for full-cycle payroll processing of all company entities for a salaried, daily, and hourly workforce covering the US, Canada, and expat employees. This position will be sole contributor and be accountable for collecting timekeeping information, accurately issuing pay for the reported hours, ensuring payroll tax compliance reporting is accurate, and reporting payroll activity to the finance team. Additional duties will consist of the following:


  • Responsible for all payroll functions including preparing and processing bi-weekly payroll data to ensure employees are paid timely in compliance with all wage and hour laws, all federal, state, local tax jurisdictions obligations are met, and company policies.
  • Reconcile payroll prior to transmission, validate confirmed reports, and finalize bi-weekly payroll for all company codes.
  • Provide Payroll bi-weekly journal entries sent to accounting to record (reconciled to payroll).
  • Prepare and transmit bi-weekly 401(k) and RRSP contributions and documentation to plan administrators.
  • Provide Payroll accrual month-end (salary and field).
  • Prepare T2200 for the vehicle allowance received by employees (Canada).
  • Collect and ensure the time entry records are accurate, approved, and complete for processing in the ADP payroll system (currently WorkforceNow).
  • Quarterly worker’s comp reconciliations for all divisions (Canada and US).
  • Responsible for cross-border charges to all divisions per month reconciled to payroll registers.
  • Process annual cross-border wage adjustments in compliance with U.S. and Canadian payroll reporting and taxation requirements.
  • Verify all overtime hours with the appropriate management personnel and obtain approval of time card discrepancies.
  • Ensure accuracy of payroll records and audits and validate all HR/payroll data i.e., pay for new hires, changes, transfers, tax filing, terminated employees, and identify any errors to ensure accurate payments and financial information.
  • File and maintain all payroll records to include timekeeping records in accordance with legal requirements.
  • Perform month-end close and ensure year-end processing for all relevant jurisdictions.
  • Process accurate and timely quarterly tax filings, year-end reporting and distribute bi-weekly pay statements, tax forms (W-2, W-2c, T-4’s, etc.), and other information to employees.
  • Prepare special reports required by management, including audit responses, compliance reports, and payment analysis.
  • Set up, track, and deduct all employee garnishments for child support orders, write-off garnishments, and other special payroll deductions.
  • Provide timely responses to all local and state inquiries and notices.
  • Research unreconciled payroll banking items and perform compliances for unclaimed property payroll checks.
  • Prepare and respond to a variety of payroll-related documentation requests (state unemployment agencies, wage verifications for loans).
  • Research, analyze, and resolve complex payroll issues.
  • Responsible for pre-and post-payroll process audits, provide supporting documentation to the internal/external auditors, trouble shoot issues, and implement corrective actions eliminating the root cause of issues, as needed.
  • Provide payroll information by answering questions (via phone or email) and completing written requests to employees, administrators, and management, and/or state and federal agencies.
  • Contact ADP for setup of new pay codes, inquire on any ADP system clichés to resolve issues when processing payroll.
  • Maintain knowledge of trends in payroll and reporting compliance and drive process change to accommodate.
  • Remain current on US and Canadian regulations regarding payroll matters.
  • Assist HR with employee benefit set up in ADP or ACA year-end reporting.
  • Work collaboratively with HR peers, other members of management, employees, and vendors.


The ideal candidate will have a minimum of 5 plus years’ of full cycle payroll experience (US and Canada), along with 3 plus years with multijurisdictional payroll processing. A Bachelor Degree and Certified Payroll Professional (CPP) certification is preferred as well as 2 years’ experience with ADP Workforce Now payroll system.
