Association Overview

Oregon Refuse & Recycling Association (ORRA), based in Salem, Oregon is a multi- member voluntary association of solid waste management companies and businesses which specialize in offering equipment and services important to the industry. Founded in 1965 to advance the efficiencies of collecting and processing recyclables and solid waste, ORRA provides legislative advocacy, education, group insurance, meeting facilities, and advice on regulatory matters to its members.


ORRA’s mission includes:

  • Providing members with educational information and analysis on matters essential for successful operation of a solid waste management company in the state.
  • Providing leadership in developing and presenting approved positions of members of the solid waste management industry on public policy and regulatory issues,
  • Regularly providing state and local regulatory bodies with information about the effects of current and proposed regulations for the solid waste industry and the programs and activities of its member firms in dealing with issues of public concern regarding the health, environment and quality of life within the communities they serve.


Position Summary

The Governmental Affairs Director directs ORRA’s policies and objectives involving state level governmental affairs and legislative issues. A key aspect of the role is analysis of proposed legislation and regulatory actions and a determination of impact on the association. Building and maintaining relationships with members state-wide supported by frequent communications, understanding member concerns and answering questions is essential. The position serves as a staff liaison to the Governmental Affairs Committee of the Board and the ORRA-PAC. This position is based in Salem, Oregon and living in Salem or a commutable distance is required.


The Governmental Affairs Director reports directly to the Executive Director/CEO and works closely with the Steering Committee, Board of Directors, and is the direct staff liaison to the Government Affairs Committee.


Key Responsibilities

Position responsibilities include, but are not limited to the following:

  • Oversees ORRA’s contract legislative advocacy in strategy and approach to lobbying bills.
  • Coordinates with members to propose amendments and take positions and provide talking points as well as written and oral testimony during legislative sessions.
  • Stays informed on bill status by maintaining close contact with legislative advocacy who will lead the legislative effort on behalf of ORRA.
  • Works with national associations including Solid Waste Association of North America (SWANA) and National Waste & Recycling Association (NWRA) to follow and monitor federal legislative activity related to potential changes in Oregon policy as needed or directed.
  • In addition to SWANA and NWRA, establish, builds and maintains other key association relationships with the League of Oregon Cities (LOC), Association of Oregon Counties (AOC), Oregon Business and Industry (OBI), and the Association of Oregon Recyclers (AOR).
  • Attends association meetings and serves as a speaker and presenter as requested.
  • Represents ORRA and participates in state rule making processes, including reviewing proposed rules, drafting, submitting and coordinating comments and proposed changes from the membership.
  • Assists members with legislative outreach to build and maintain relationships with state legislators.
  • Provides input to other organizations including those listed above regarding issues affecting ORRA’s members and working with those organizations to develop coordinated positions on specific issues.
  • Attends all Board of Directors’ meetings and holds and provides support for Governmental Affairs Committee meetings including preparation of agendas and minutes;
  • Provides advice to members, researches technical issues and answers member questions.
  • Travels to visit members around the state.


Knowledge, Skills and Personal Attributes

Knowledge and experience in the solid waste and recycling industry or equivalent experience in business and governmental relations.

  • Excellent interpersonal skills; ability to form and maintain positive working relationships with ORRA members, legislators, co-workers and key association partners.
  • Outstanding writing and verbal communication skills.
  • Excellent research and analytical acumen.
  • Demonstrated negotiation skills.
  • Must work in a non-partisan manner to build relationships and support on both sides of the aisle for legislative and regulatory objectives.
  • Computer proficient (Word, Excel, and other programs/applications as required).
  • Strong time management and prioritization skills with a demonstrated ability to meet deadlines with strong attention to detail.
  • Must possess confidence without arrogance.
  • Must be flexible, dependable, and responsive to member needs.


Education, Experience and Licensure

  • Bachelor’s Degree
  • A Law Degree is not required but strongly preferred.
  • A valid driver’s license and proof of insurance.
  • Satisfactory background check to confirm ability to be bonded
