Property Management Specialist 

The FRA, Office of Administration, Office of Facilities and Asset Management (OFAM) has a requirement for a property management specialist (PMS) position. The Logistics and Property Management Specialist position is located at the Transportation Technology Center (TTC) near Pueblo Colorado.


TTC is operated by a contractor responsible for maintaining the facilities, including managing real and personal property and as such these services are not included in this requirement. Consultation relates to expertise in areas such as, but not limited to, real and personal property services, monitoring and reporting of ongoing activities, costs/schedule tracking, and computer and/or facilities management system updates. The personal property management includes but is not limited to accountability of FRA personal property assets from receipt to disposition. The real property management includes consultation on, but not limited to, preventive maintenance and repair services to buildings. The PMS will provide these services under the direction of the Director of OFAM or their designated representative and in coordination with the FRA On-Site Program Manager. The consultation will alternate between real and personal property management as required, with the necessary expertise to assure performance of the work in accordance with sound and efficient best practices. The primary objective of this requirement is to minimize any negative impacts on critical building systems and to ensure no unscheduled building systems outages which adversely affect operations as well as account for FRA personal property from receipt to disposition. The contractor, under the direction of the Director of OFAM or their designated representative, shall collaborate with the incumbent contractor for real property and personal property accountability and services and during all emergency situations such as fires, spills, accidents, and rescue operations, strikes, civil disturbances, and natural disasters. 


The Program Management Specialist shall: 

  • Barcode, label, and track in the system of record, all personal property 
  • Provide recommendations for continuous improvement and application of best practices on upcoming maintenance, and repair work to Director of OFAM or their designated representative and in coordination with the COR to implement personal property management program for FRA assets. 
  • Coordinate with the FRA property officer and Contractor property custodians to fully account for assets from receipt to disposition in accordance with the Departmental system processes. 
  • Performs the annual property inventory or inventory as otherwise determined. 
  • Fleet management, which includes motor pool operations of dispatching vehicles, tracking and reporting mileage, coordinating regular maintenance, coordinates maintenance on electric vehicle support equipment. 
  • Keeps records of incoming and outgoing personal property.
  • Creates Standard Operating Procedures/Document processes for OFAM programs. 
  • Initiates and over sees inventory preparation/documentation for OFAM programs. 
  • Coordinates and responds to data calls for the OFAM programs at TTC. 
  • Consults and monitors on all environmental issues related to TTC. 
  • Serves as on-site PIV Trusted Agent responsible for initiating new PIV cards, decommissioning cards of employees as they off board, and updating current PIV cards 
  • Supports special projects as directed by Director of OFAM, or their designated representative as directed and in coordination with the COR. 


Qualifications: 

  • Minimum of 5 years of demonstrated organizational asset management, real property management, fleet management and environmental management system (EMS) expertise. 
  • Minimum of 5 years of demonstrated development and implementation of standard operating procedures.
  • Knowledge of GSA standards and processes for asset management. 
  • Exceptional skills in workflow processes.
  • Project Management Professional Certification. (Highly Desired) 
  • Minimum of 5 years of demonstrated Building Maintenance and Operations experience. (Desired)
  • Experience includes, but not limited to, building operations and preventive maintenance management and repairs to the following types of systems with similar rated capacities; uninterruptible power supply (UPS) systems, large chiller plants, low pressure boilers, computerized fire alarm systems, emergency generators, and high voltage switchgear, and prioritized financial forecasting related to facility lifecycle analysis and monitoring, program assessments, and risk management. 
  • Excellent interpersonal skills and the ability to build and maintain effective working relationships with leadership and various staff members. 
  • Excellent oral and written communication skills.
  • Excellent problem-solving abilities
