Description of Position: Design, develop, and field new or modified capabilities to address J6C, Cyberspace Assurance Division, mission needs while ensuring compliance with legal and regulatory requirements.


Position Duties/Responsibilities:

  • Responsible for conceiving and defining solutions to complex problems, analyzing and interpreting findings of projects, and guiding technical and programmatic work of team members.
  • Develop applications or leverage current applications to support leadership priorities of automating manual tasks to the maximum extent utilizing a DevSecOps pipeline/mentality.
  • Assess the performance of current applications and existing systems and determine areas of improvement. Once areas of improvement are discovered, brief leadership personnel on what resources are needed to improve the application or system and craft Plans of Actions and Milestones (POA&M).
  • Provide configuration management oversight of all systems and applications within the J6C, Cyberspace Assurance Division, by serving as the Configuration Control Board chair and ensure solutions/actions that occur as a result of configuration management meet cybersecurity requirements and provide holistic data insight.
  • Formulate procedures for management, operations, and maintenance throughout the project management lifecycle.
  • Manage the configuration, implementation, and maintenance of cybersecurity-related systems and applications by leading a team of cross-functional personnel to achieve the completion of milestones associated with cybersecurity-related systems and applications.
  • Analyzes and translates business information and technical requirements into architectural blueprints and recommend implementation methods for strategic and operational demands.
  • Represents United States Space Command J6C, Cyberspace Assurance Division, to all entities within Space Command and the Department of Defense articulating Division priorities to stakeholders, negotiating & resolving applicable issues, and reporting on progress to leadership personnel.


Key Skills & Abilities:

  • Knowledge of cloud computing processes, business analytics, and best software development processes in order to understand and solve problems in a practical manner while documenting interdependencies for problem management.
  • Knowledge of DoD or private sector C4 systems, big data analytics, machine learning, AI, resource and information processes, and analytical capabilities.
  • Knowledge of cybersecurity principals (relevant to confidentiality, integrity, availability, authentication, and non-repudiation), data security, and risk management processes.
  • Skill in leading teams composed of industry, government and/or academic experts.
  • Skill in originating new ideas, projects, methodologies, and executing projects within established financial or time constraints.
  • Skill to develop configuration & data management and version control for assigned projects.
  • Ability to anticipate problems and develop sound solutions coupled with action plans to ensure program and mission accomplishment.
  • Ability to effectively communication, both orally and in writing coupled with ability to present information clearly, with tact and technical accuracy.


Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in performing job achievement and/or innovation, communication and/or teamwork, and mission support including knowledge of DoD and industry policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to software management, IT planning and resources, full-spectrum cyber capabilities, cyberspace operations, and cyber risk management. Utilizing DevSecOps principals and operations to address business and mission priorities. Providing configuration management oversight, integration analysis, and requirement analysis either ad-hoc or part of a Configuration Control Board (CCB).
  • Education Requirements: Bachelor’s degree in either computer science, statistics, mathematics, or a related field from an ABET accredited institution.
  • Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber codes: 802 – IT Project Manager. Failure to comply will result in removal from this position.
