Job Description

The Senior Manager, Facility Operations and Services is responsible for the day-to-day supervision, project planning, and coordination for electrical, plumbing, painting, building maintenance trades, as wells as contractor services operating under the auspices of the Facility Operations Division. The individual will serve as liaison and provide, as required, technical direction to contractors providing temporary electrical and plumbing installations and related systems used in support of conventions, exhibits and related events occurring in Washington Convention Center facilities. Where appropriate, the Manager will coordinate scheduled work activity with the senior leadership of the division. Initiative and independent judgment are required in the planning and supervision of all routine operations, but unusual operating problems or matters involving departmental policy are subject to advice and review by the Director, Facility Operations. Incumbent will report directly to the Director, Facility Operations and/or designee.

Responsibilities
  • Develops and institutes work schedules and assignments for building trades staff, recordkeeping, and reporting systems.
  • Responsible for planning, assigning, and supervising the work of assigned trades persons, in the maintenance, construction and repair of the Center structures and equipment.
  • Establishes, enforces, and evaluates shop safety regulations and requirements.
  • Supervises the timely response to standard Center work requests.
  • Develops and coordinates a comprehensive preventive maintenance program for maintenance equipment, coordinates maintenance for mobile equipment and vehicles with service contractor.
  • Serves as Contracting Officer Technical Representative (COTR) for multiple contracts
  • Provides, as required, technical direction to contractors on the requirements set forth in utility services contracts, which serve to accomplish contractual requirements.
  • Maintains contract files for the technical portions of utility services contracts.
  • Coordinates and implements bi-annual switchgear maintenance program.
  • Conducts spot inspections and accepts services as specified for utility services contracts, including data items which may have to be reviewed/evaluated/approved and accepted.
  • Monitors utility services contracts to ensure that the contractors are meeting the technical requirements and intent of the contracts, in accordance with the required delivery schedules.
  • Selects, evaluates, coaches and disciplines subordinate building trades staff.
  • Assists in the preparation of the annual operating budget.
  • Performs other duties and related tasks as assigned by the Director, Facility Operations.
Qualifications
  • Bachelor's Degree major coursework in civil, mechanical or electrical engineering; AND
  • Five (5) years of progressively responsible experience in building trades and/or on- going facilities maintenance in a large facility of at least 200,000 square feet; AND
  • One (1) to three (3) yearsof related supervisory experience; OR
  • Any equivalent combination of related training, experience and/or education.
  • Must possess a valid Motor Vehicle Operator's License.
