Job Summary: We are seeking a highly skilled and experienced Senior Database Administrator to join our IT team. This position is contingent upon our firm being awarded the contract.

The Senior Database Administrator will be responsible for managing, maintaining, and securing our organization's databases. This includes ensuring the integrity, availability, and performance of the databases, as well as supporting the implementation of new technologies and capacity planning. The ideal candidate will have a strong technical background, excellent problem-solving skills, and the ability to work both independently and as part of a team.

Key Responsibilities:

Database Management and Maintenance: Oversee the organization's database systems, which include SQL Server, MySQL, and Oracle databases, ensuring their optimal performance and reliability. Deliverables: Provide monthly reports on database performance optimization efforts, including documentation of performance tuning recommendations and their implementation.

Backup, Recovery, and Security: Establish and maintain robust backup and recovery policies and procedures for all databases. In addition, the DBA will be responsible for implementing and maintaining stringent security measures, including user management and access controls.

Deliverables: Deliver comprehensive backup and recovery plans and procedures documentation. Additionally, the DBA will provide user access control and security policy documentation to ensure data protection.

Software Management and Upgrades: Handle the installation, configuration, and regular upgrading of database server software and related products. Keeping software current with patches and updates is crucial.

Deliverables: Maintain records of software installations and configurations. Document patch and upgrade activities, including outcomes and impact assessments.

Capacity Planning and Technology Implementation: Strategize for database growth and evaluate and integrate new technologies, such as hardware, software, and cloud based solutions.

Deliverables: Produce capacity planning reports and recommendations, aiding in resource allocation. Provide assessments and integration plans for new technologies to drive innovation.

Configuration Baseline and Security Controls: Establish and maintain a configuration baseline for NIA databases, ensuring adherence to all CIS benchmarks. Strict adherence to security protocols and controls is paramount.

Deliverables: Deliver a comprehensive configuration baseline documentation, including updates. Provide security protocol assessments and compliance reports for robust data protection.

Database Inventory and Documentation: Maintain a comprehensive inventory of all databases and schemas, continuously available online using NIA collaboration software. This inventory includes details such as purpose, data owner, and dependencies. Deliverables: Ensure an online database inventory is accessible for reference and decision-making. Update documentation on a regular basis, including database dependencies and ownership, to maintain data transparency.

Monitoring Tools and Reporting: Implement on-premises and cloud-based monitoring tools to continuously assess database performance and promptly report outages and performance issues to the NIA NIS Chief.

Deliverables: Provide documentation of monitoring tool configurations and reports. Furnish outage and performance issue reports, complete with resolution details, for efficient problem resolution.

Database Maintenance and Technical Assistance: Routine database maintenance activities, such as patching, upgrades, data migrations, and performance tuning, will be executed by the DBA. Provide technical assistance to system owners.

Deliverables: Maintain comprehensive documentation of maintenance activities to ensure database health. Compile technical assistance records and performance tuning recommendations to enhance overall database performance.

Personally Identifiable Information (PII) Encryption: Collaborate with the NIA NIS Chief, NIA ISS Chief, NIA ETG Chief, business owners, and the NIA ISSO to ensure that personally identifiable information (PII) stored in central databases is encrypted.

Deliverables: Provide PII encryption assessments and compliance reports, verifying data security. Deliver encryption policy and procedure documentation to maintain regulatory compliance.

Required Skills and Qualifications:

  • Proven experience as a Database Administrator or in a similar role.
  • Strong knowledge of database management systems (e.g., Oracle, SQL Server, MySQL, PostgreSQL).
  • Proficiency in database security principles and practices.
  • Experience with database backup, recovery, and disaster recovery planning.
  • Excellent problem-solving skills and attention to detail.
  • Strong communication and interpersonal skills.

Preferred Qualifications:

  • Relevant certifications are a plus.
  • Experience with cloud-based database solutions and tools.
