POSITION PURPOSE:
Responsible for day-to-day function-based coordination between HR and Payroll departments. This position works alongside Senior Payroll Specialist(s) processing payroll in accordance with State and Federal regulations.

NATURE & SCOPE:


The HR/Payroll Coordinator will ensure smooth operations between the HR and Payroll departments by completing day-to-day administrative HR and Payroll functions.

In accordance with government regulations, this position will maintain accurate records, consult employees on payroll matters and facilitate payroll processing.

By coordinating administrative tasks and providing support to both departments, the HR/Payroll Coordinator contributes to the overall efficiency and effectiveness of MESD.


ESSENTIAL JOB FUNCTIONS:


Perform full cycle payroll duties, including but not limited to new hire onboarding, data entry, reviewing time card entries, collecting time card edits, processing leave accruals, tracking attendance, and generating payroll reports.

Ensure the timely and accurate processing of monthly payroll in full compliance with State and Federal regulations.
Maintain personnel payroll files in accordance with all applicable laws, regulations, and MESD policy and procedure.
Prepares manual checks for terminated employees, retroactive payments, adjustments for overpayments, inputs, and edits adjustment files and garnishments.

Respond to requests for information and assistance from MESD and component district employees and, together with Senior Payroll Specialists, troubleshoot and resolve payroll problems and concerns.

Monitor and track eligibility for Public Employee Retirement System contributions and deductions.
Works closely with Benefit & Leaves Specialist to serves as primary payroll point of contact for Paid Leave Oregon.

Prepares business office reports, compiles data from accounting and information systems records, performs account reconciliation functions, and prepares journal entries.

Work closely with Accounting and Finance to ensure complete and accurate payroll processing
Work collaboratively and professionally with all MESD departments, employees and vendors
Serves as the backup in the absence of Sr. Payroll Specialist.

MINIMUM QUALIFICATIONS, SKILLS, ABILITIES:
Skilled in operating HR and Payroll business systems and databases
Skilled in working effectively and professionally with individuals and teams
Ability to understand and explain payroll related Federal and State regulations
Adaptable, flexible, efficient and team player

DESIRED QUALIFICATIONS, SKILLS, ABILITIES:
Bilingual in Spanish, Vietnamese, Russian or Chinese

EDUCATION & EXPERIENCE:
Bachelor's degree or higher in Accounting or Finance
Two or more years of experience processing complex payroll
Infinite Visions and/or Powerschool experience preferred.
Any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job

WORKING CONDITIONS:
Hybrid work options are available. Work is completed in a general office environment subject to light noise.
