THE ROLE


The Lead Planning Analyst will lead CTDOT's efforts to ensure all transportation programs and services are equitable and implemented in a non-discriminatory manner.

The Lead Planning Analyst plays a key role in ensuring the agency is meeting its requirements under Title VI of the Civil Rights Act of 1964, among other nondiscriminatory regulations.

This position is responsible for overseeing the development and implementation of the formal Title VI Program Plans submitted to the Federal Transit Administration and the Federal Highway Administration.


As part of the Office of Equity within the Commissioner's Office, the Lead Planning Analyst collaborates and coordinates with multi-disciplinary teams inside and outside of the Department to support all aspects of CTDOT's Title VI Program.

This position is responsible for developing, monitoring and reporting on the Department's Title VI Program activities.

The Lead Planning Analyst will supervise staff and will take a lead role in conducting program reviews and evaluations, compiling reports and plans, supporting equity analyses for fare and major transit service changes, and participating in federal reviews.

The successful candidate is expected to assess departmental risk for non-compliance, provide technical assistance and implement best practices to support equity goals and regulatory requirements.

The Lead Planning Analyst is also responsible for investigating and responding to public inquiries and complaints regarding transportation programs, activities and/or projects.

In a state agency this class is accountable for acting as a working supervisor for Planning Analysts engaged in planning, monitoring and evaluating programs.

This class may be used as the primary planner accountable for a large statewide planning effort coordinating work activities of state, regional or municipal agencies and resolving interagency policy issues.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Seven (7) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in planning at the level of a Planning Analyst.

NOTE:

Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly.

These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large scale corporation which has branch or satellite facilities.

Candidates must perform these types of planning duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.


PREFERRED QUALIFICATIONS
Experience with equity analysis or related activities.
Experience with program development, implementation, and evaluation.
Experience with compliance oversight and reporting.
Experience providing technical and consultative services.
Experience solving problems and developing solutions through consensus building.
