Position Details:

Position Responsibilities:

The Planning Analyst supports the agency's efforts to ensure the Department is meeting its requirements under Title VI of the Civil Rights Act of 1964, among other nondiscriminatory regulations. This position provides staff support to the Office of Equity to coordinate efforts related to the Title VI Program Plans submitted to the Federal Transit Administration and the Federal Highway Administration. This position works closely on research and analysis activities, in addition to data collection and report drafting. This position will support process improvements and other key activities that support the equitable delivery of transportation services and programs in Connecticut.

In this position the incumbent will perform the following duties, among others:
  • Collaborate in the development, update and implementation of the Department's Title VI Program Plans;
  • Coordinate Title VI compliance efforts by providing program guidance and training for agency staff;
  • Review and update documents, checklists and materials that support Title VI compliance;
  • Research best practices and evaluate data to recommend compliance program enhancements;
  • Perform Title VI compliance reviews on subrecipients for nondiscrimination compliance.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.

EXAMPLES OF DUTIES
  • Plans and develops new programs; monitors and modifies existing plans and programs;
  • Acts as liaison with other operating units, agencies and outside officials regarding programs and plans;
  • Provides training and consultative services;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
  • Experience with research, compiling data, and analysis
  • Experience with drafting reports, plans and other written materials
  • Experience with planning and administering programs, including policies and guidelines
  • Experience with project management
