General Public - GJob DutiesThe Virginia Department of Emergency Management (VDEM) is seeking qualified applicants for the position of Preparedness Grants Manager.

The Grants Preparedness Manager will be responsible for managing the grant program and initiatives for VDEM federal and state Preparedness Grants.


Duties include but are not limited to:

monitoring grant balances, allocating funds to sub-recipients, preparing financial reports, assisting the Grants Director with submitting grant applications, and providing technical assistance and training.

The incumbent will be required to develop and implement policies and procedures for the administration of federal financial assistance programs.

The incumbent must also ensure compliance with agency, state, and federal regulations and requirements of the Grants Program.

The Preparedness Grants Manager will also provide guidance, training, and communication of federal grant program parameters and procedures to all stakeholders involved in the grant process.

The Preparedness Grants Manager will serve as the Subject Matter Expert (SME) for all aspects of the Preparedness Grants program.

Additionally, this position will be responsible for managing a team of professional Grants Administrators to include providing day to day supervision and managing the performance of the staff.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or human-made disasters.

This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.

Minimum Qualifications

  • Strong working knowledge of grant management, accounting, business management, budget preparation procedures, financial monitoring and reporting, and department administration of grant programs.
  • Demonstrated ability to interpret policy and procedures, to read and interpret grant guidelines and contracts and prepare budgets/monitor fiscal actions and activities associated with grant funds.
  • Demonstrated skill to effectively supervise and lead a team of direct reports; assign tasks, monitor, and approve paid time off, conduct performance evaluations, direct the professional development and skills training of staff.
  • Considerable experience preparing financial reports, administering, monitoring, analyzing, reconciling, and reporting on multiple complex non-disaster federal grants. written communication skills.
  • Working knowledge and skill in using Microsoft applications (Excel, Word, PowerPoint, and Access) and grant management/accounting software to maintain financial grant data.
  • Ability to handle multiple priorities, meet deadlines in a fast-paced environment, work independently, and communicate effectively, both orally and in writing.
  • Excellent organizational skills, program management skills, time management, interpersonal skills, customer service skills.
  • Must possess a valid driver's license and a satisfactory driving record.

  • Extensive managerial experience in administration, preparation, review, and coordination of federal grants assistance agreements.
